MIIT's 20 measures to accelerate the development of the industrial Internet

The Ministry of Industry and Information Technology recently issued the "Notice on Promoting the Accelerated Development of the Industrial Internet" (hereinafter referred to as the "Notice"), proposing 20 measures in six areas, including accelerating the construction of new infrastructure, accelerating the expansion of integrated innovative applications, accelerating the improvement of a security guarantee system, accelerating the growth of innovative development momentum, accelerating the improvement of the industrial ecological layout, and increasing policy support.

In terms of accelerating the construction of new infrastructure, the Notice proposes that, first, the internal and external networks of the industrial Internet should be transformed and upgraded. Basic telecommunications enterprises should be encouraged to build high-quality external networks covering all cities and prefectures across the country, industrial enterprises should be encouraged to upgrade and transform the internal network of the industrial Internet, and local governments should be encouraged to organize 1 to 3 industrial enterprises to cooperate deeply with basic telecommunications enterprises to create high-quality park networks and lead the integration and innovation of 5G technology in vertical industries. Second, the industrial Internet identification system should be enhanced and improved. The management measures for industrial Internet identification resolution should be issued. The functions of the five top nodes should be enhanced, and the construction of two disaster recovery nodes in Nanjing and Guiyang should be started. Third, the core capabilities of the industrial Internet platform should be enhanced. The platform should be guided to enhance the support capabilities of new technologies such as 5G, artificial intelligence, blockchain, augmented reality/virtual reality, and strengthen the integration of digital functions in the entire process of design, production, operation and maintenance, and management. Fourth, the industrial Internet big data center should be built. Accelerate the construction of the national industrial Internet big data center and encourage local governments to build industrial Internet big data sub-centers.

In terms of accelerating the expansion of integrated innovation applications, the Notice proposes that, first, the industrial Internet should be actively used to promote the resumption of work and production. The advantages of the industrial Internet in connecting all factors, the entire industrial chain, and the entire value chain should be fully utilized, and local industrial and information technology departments and enterprises should be encouraged to use the industrial Internet to realize information, technology, production capacity, and order sharing, and to achieve accurate allocation and efficient docking of cross-regional and cross-industry resources. Second, the industrial Internet industry application should be deepened. Local governments are encouraged to combine advantageous industries and strengthen the integration and innovation of the industrial Internet in key industries of the national economy such as equipment, machinery, automobiles, energy, electronics, metallurgy, petrochemicals, and mining. Third, enterprises should be encouraged to go to the cloud and platform. Enterprises should be encouraged to accelerate the networking of industrial equipment to the cloud and the cloud migration of business systems. The development and application of cloud software for various scenarios should be accelerated, the popularization of digital tools for small and medium-sized enterprises should be increased, the digital threshold of enterprises should be lowered, and the process of digital transformation should be accelerated. Fourth, the pilot demonstration and promotion of the industrial Internet should be accelerated. About 100 pilot demonstration projects of the industrial Internet will be selected.

In terms of accelerating the improvement of the security guarantee system, the Notice proposes that, first, a hierarchical security management system for enterprises should be established. A guide for the classification and grading of network security for industrial Internet enterprises should be issued. Second, the security technology monitoring system should be improved. The monitoring scope of the national platform should be expanded, and the provincial security platform should continue to be built and improved. Third, a sound security work mechanism should be established. The enterprise security information notification, disposal, inspection and detection mechanism should be improved. Fourth, innovation in security technology products should be strengthened. Enterprises should be encouraged to innovate in security product and solution design, and more than 10 typical products or best practices should be selected.

In terms of accelerating and strengthening the momentum of innovation and development, the "Notice" proposes that, first, the construction of the industrial Internet innovation and development project should be accelerated. The construction progress of ongoing projects should be accelerated, and the start-up of new projects should be increased. Second, the "5G + Industrial Internet" 512 project should be implemented in depth. Third, the supply capacity of key technology products should be enhanced. Relevant units are encouraged to accelerate technological breakthroughs in the fields of time-sensitive networks, edge computing, industrial intelligence, etc.

In terms of accelerating the improvement of the industrial ecological layout, the Notice proposes that, first, the coordinated development of the industrial Internet in different regions should be promoted. Localities should be encouraged to combine regional characteristics and industrial advantages. Second, the capacity of industrial Internet industry clusters should be enhanced. Industrial Internet industry demonstration bases should be guided to further focus on their main businesses, cultivate and introduce leading industrial Internet companies, and cultivate industrial Internet industry clusters with regional advantages. Third, industrial activities should be organized at a high level. Coordinate and coordinate the differentiated development of industrial Internet-related activities in various regions.

In terms of increasing policy support, the Notice proposes that, first, the level of factor security should be improved. Local governments are encouraged to include industrial Internet companies in the scope of local policy support for fighting the epidemic and supporting the resumption of work and production. Second, industrial monitoring and evaluation should be carried out. An industrial Internet operation monitoring platform should be built, and an operation monitoring system should be established. An industrial Internet evaluation system should be established, development results should be evaluated regularly, and an industrial Internet development index should be released.
