On February 18, in the first week of Guangdong Province's resumption of work and production (February 10-16), the overall resumption rate of enterprises in the province exceeded 60%. The province's cumulative electricity consumption in the first week of resumption was 5.58 billion kWh, an increase of 17.3% from the week before resumption. Among them, the cumulative electricity consumption of industry in the first week of resumption increased by 62.1% from the previous week.

Among all industries, transportation, warehousing and postal services, accommodation and catering were the most affected by the epidemic. The electricity consumption of pharmaceutical manufacturing, chemical fiber manufacturing, medical equipment and device manufacturing, and computer, communication and other electronic equipment manufacturing industries has recovered to a high level. In particular, the electricity consumption of information transmission, software and information technology services industry increased by 15% year-on-year in the first week after resuming work. The rising electricity consumption reflects that the production and operation order of enterprises is gradually recovering.

Compared with the day before the resumption of work (February 9), the daily electricity consumption in the Pearl River Delta region increased significantly on February 16, with a large increase in daily electricity consumption in Dongguan, Jiangmen, Foshan, Zhuhai and other cities.

Providing continuous protection for important places for epidemic prevention

The operation and maintenance team of the Haizhu Power Supply Bureau of Guangzhou, Guangdong Province, of the State Grid Corporation of China went to the designated hospital, the Second Affiliated Hospital of Guangzhou Medical University, to carry out special inspections and maintenance to ensure power supply, check the cable corridors, and ensure a good operating environment for the cables.

After the outbreak, the Guangdong Power Grid of the Southern Power Grid quickly included designated hospitals in the province into the key power supply guarantee scope, and kept track of the power supply guarantee needs of various important epidemic prevention sites and key social areas at any time. So far, the power supply to important users has been foolproof. In Guangzhou, the Guangzhou Power Supply Bureau has formulated a power supply guarantee work plan for important places and key areas, and made preparations for emergency material reserves and emergency power supplies such as generators and UPS. The emergency repair team is on standby 24 hours a day to ensure that power supply is restored as soon as possible in an emergency.

In Zhongshan, in order to meet the electricity demand of 300 containers in the second phase of the construction of the temporary epidemic prevention ward of the Second Municipal Hospital, the Zhongshan Power Supply Bureau established a party member assault team and a youth assault team, and adopted the "three most" plan of "shortest time to handle procedures, least process to distribute materials, and fastest construction speed". The project was completed in just 6 days and power was turned on 6 days ahead of schedule.

In Foshan, after the highly anticipated Toujie Qunwen Granules (formerly known as "Pneumonia No. 1 Prescription") were approved for the treatment of mild confirmed patients and suspected patients, Foshan Nanhai Lishui Power Supply Station took the initiative to contact the company to understand its production status and electricity demand, and specially established a party member service team to promptly understand and grasp the electricity demand, go deep into the production line of pharmaceutical companies, conduct a full-scale, thorough inspection of internal power supply facilities, and provide 24-hour technical support.

Helping enterprises reduce electricity costs

On February 10, the first day of the province's resumption of work and production, Guangdong Power Grid released measures to support epidemic prevention and control and the resumption of work and production of enterprises, giving electricity users a "peace of mind". For enterprises that are temporarily unable to start or resume work during the epidemic prevention and control period, Guangdong Power Grid has opened a green channel for electricity, implementing the "three zero" services of zero door-to-door visits, zero approvals, and zero investment. At the same time, the relevant time limits have been cancelled for customers who apply to change the basic electricity fee calculation method, reduce capacity, suspend services, etc.

In Huizhou, Guangdong Liyuanheng Intelligent Equipment Co., Ltd. built a new factory last year and added a 2,500 kVA special transformer. The COVID-19 pandemic caused most of the company's workers to be unable to return to work after the Chinese New Year, resulting in reduced production. Upon learning of the situation, the customer service staff of Huicheng Ma'an Power Supply Station of Huizhou Power Supply Bureau took the initiative to contact the person in charge of the factory and changed the original method of charging basic electricity fees based on maximum capacity to charging based on actual demand, helping the company reduce basic electricity fees by about 120,000 yuan.

In Dongguan, Songshan Lake High-tech Park includes well-known companies such as Huawei, China Wireless, Easytech, and Shengyi Technology. In response to the resumption of work of enterprises in the park, Dongguan Power Supply Bureau arranged grid account managers to contact enterprises point-to-point, actively understand the electricity consumption and electricity demand of enterprises, and coordinate and solve them in a timely manner. As of February 18, the resumption rate of work of 81 key enterprises in Songshan Lake was nearly 80%.

To ensure that customers have safe electricity use, Guangdong Power Grid not only implements simultaneous duty for primary and backup dispatchers to ensure the safety of power operation and dispatch, but also builds a new Internet customer service platform and 95598 hotline "disaster recovery base", implements remote isolation of primary and backup offices, implements group prevention and control requirements, and effectively reduces the risk of cross-infection for customers due to power supply business travel.

Guangdong Power Grid successfully completed the pilot online switching of the Southern Power Grid Internet Customer Service Platform on January 19. The platform is the first fully cloud-based business platform of the Southern Power Grid. During the epidemic prevention and control period, Guangdong Power Grid arranged seats to strengthen the platform's channel publicity and service guidance, which greatly alleviated the pressure on the physical service channels. As of 24:00 on February 16, Guangdong Power Grid has accepted 50,732 user applications and 7.49 million payments through the platform.

At present, all electricity consumption services in Guangdong Province can be handled online through the "Southern Power Grid 95598" WeChat service account, Alipay Life Account, "Southern Power Grid" App and online business hall and other Internet channels, so that customers can handle their business "without running once". During the epidemic prevention and control period, Guangdong Power Grid also launched measures such as "no power outage for arrears" before the end of February, and no penalty for January electricity bills in February.
