In order to reduce the production electricity costs of enterprises during the epidemic prevention and control period, State Grid Fujian Electric Power Co., Ltd. issued the "Notice on Implementing Several Measures to Fight the Epidemic and Support the "Six Stability"", and proposed ten measures. This article interprets the specific content of the temporary electricity price support policy during the epidemic prevention and control period to facilitate users to better understand and handle it.

I. Interpretation of temporary policies

Relaxation of the period for changing the basic electricity fee calculation method

Current policy: The basic electricity price billing method is changed on a quarterly basis. Electricity users can apply to the power grid company 15 working days in advance to change the basic electricity price billing method for the next quarter.

Temporary support policy: not subject to the restriction that “the basic electricity fee calculation method remains unchanged within 3 months after selection”.

Interpretation: The basic electricity charges for users of the two-part electricity price are calculated in three ways: transformer capacity, actual maximum demand and contract maximum demand. From February 7, users can submit change applications for the next month (billing cycle) to the power supply company in a timely manner based on actual production electricity consumption and expectations.

Significance: Help enterprises actively respond to insufficient production capacity and market fluctuations caused by the epidemic, flexibly adjust electricity usage, and reduce basic electricity expenses.

Relaxation of time limits for suspension and capacity reduction

Current policy: The suspension period for each application by the user shall be no less than 15 days. The user shall apply for suspension or capacity reduction 5 days in advance. The capacity reduction (suspension) of the equipment shall be exempted from the basic electricity fee from the date of sealing of the equipment.

Temporary support policy: not subject to the restriction that “each suspension of electricity use must not be less than 15 days”.

Interpretation: Users of the two-part electricity price system can apply for short-term suspension of electricity use on a daily basis, and basic electricity charges will be waived according to the actual number of suspension days; the requirement to apply 5 days in advance has been canceled, and users can apply on the same day and it will take effect the next day; for those who have not produced since February 1, the suspension start date can be traced back to February 1; for those who apply for suspension, it is recommended to apply for a suspension of 6 months, and they can apply for resumption at any time during the suspension period to avoid multiple suspensions due to the inability to resume production after the estimated resumption time expires.

Significance: It helps enterprises effectively solve the problem of paying more basic electricity charges due to insufficient production in a short period of time, resulting in a reduction in actual electricity demand, and facilitates them to flexibly formulate start-up and shutdown plans.

Cancellation of additional charges on basic electricity charges for some users

Current policy: For users whose basic electricity charges are calculated based on the maximum demand in the contract, if the actual maximum demand exceeds 105% of the agreed value, the basic electricity charge will be doubled.

Temporary support policy: For enterprises that need to expand production capacity due to epidemic prevention and control, if they choose to settle basic electricity charges based on the maximum demand in the contract, starting from February 7, the portion exceeding 105% of the maximum demand agreed in the contract will be charged based on actual demand.

Interpretation: Epidemic prevention and control material production enterprises can choose to charge basic electricity fees based on the maximum contract demand according to the needs of temporary production expansion, without worrying about the additional burden of basic electricity fees due to the actual maximum demand exceeding the agreed value by 105%. Such enterprises must be recognized by the local city (county) level and above, such as the Ministry of Industry and Information Technology, Health and Health, Epidemic Prevention and Control Command and other government departments.

Significance: Help companies that need to temporarily expand production capacity in the short term to fight the epidemic to reduce their burden and reduce costs.

Increase spring short-term electricity consumption and exempt market-based trading entities

First quarter deviation electricity assessment

Current policy: Users’ short-term electricity usage during the Spring Festival ends on February 12. Large users, power sales companies, and power generation companies directly involved in wholesale market transactions will be subject to deviation electricity assessment if their electricity consumption exceeds 3% in positive or negative deviation.

Temporary support policy: Increase the short-cycle electricity consumption during the Spring Festival by 300 million kWh, and extend the users' short-cycle electricity usage time during the Spring Festival to the end of March; exempt market entities participating in electricity market transactions from the assessment of deviation electricity consumption in the first quarter, and support enterprises to expand production.

Interpretation: On the original basis, the short-cycle electricity consumption during the Spring Festival will be increased by 300 million kWh, and the users' short-cycle electricity usage time during the Spring Festival will be extended from February 12 to the end of March; wholesale users, retail users, power sales companies, power generation companies and other power market entities participating in electricity market transactions will be exempted from the assessment of deviation electricity consumption in the first quarter, and the deviation assessment fees in January will be uniformly refunded to users in the electricity bills in February.

Significance: For market entities whose actual power supply and sales volume are inconsistent with the plan due to the delayed resumption of work due to the epidemic, resulting in deviation in assessment, the assessment will be directly exempted to reduce corporate losses.

Postponement of the start time of electricity bill penalty

Current policy: The starting date for calculating liquidated damages for electricity bills for commercial and industrial users is based on the contract agreement, which is usually 5 days after the meter reading.

Temporary support policy: For industrial and commercial users who have meter readings and settlements from January 23 to January 31, 2020, late payment fees for electricity bills will be waived before February 9.

Interpretation: It is recommended that corporate users pay their electricity bills online through the "Online State Grid" APP, Dian E Bao's corporate electricity bill online banking, etc. For small and micro enterprises, it is recommended to use the "Dian E Loan" product on Dian E Bao for financing loans, and for all industrial and commercial users, it is recommended to use the "Dian E Ticket" and "Dian E Ying" products on Dian E Bao to pay.

Significance: During the epidemic prevention and control period, corporate users may delay returning to work, which may result in the inability to pay electricity bills on time and incur liquidated damages. Delaying the electricity bill payment date can reduce corporate costs.

Reduce or exempt some users' high-reliability power supply fees

Current policy: Users who need to install dual power supplies due to power supply reliability requirements should pay high-reliability power supply fees.

Temporary support policy: Medical facilities that need to add a second power supply due to epidemic prevention and control will be exempted from high-reliability power supply fees.

Interpretation: Medical facilities that are newly built or expanded due to epidemic prevention and control needs can be exempted from high-reliability power supply fees if dual power supplies are used. Such users must be recognized by local city (county) level and above government departments such as industry and information technology, health and medical care, and epidemic prevention and control headquarters.

Significance: Help medical facilities involved in epidemic prevention and control to improve power supply reliability and reduce electricity costs.

For enterprises producing epidemic prevention and control materials

Providing “three zero services” for electricity

Current policy: Users who want to obtain electricity must invest in and build relevant power facilities in accordance with the investment interface.

Temporary support policy: During the epidemic prevention and control period, a "green channel" for electricity consumption will be opened to meet the electricity needs of newly established enterprises producing epidemic prevention materials and enterprises expanding production capacity, and the "three zero" services of zero visits, zero approvals, and zero investment will be fully implemented. High-voltage users will be invested in the red line, and low-voltage users will be invested in the meter box.

Interpretation: For new enterprises producing epidemic prevention materials and enterprises expanding production capacity, power supply enterprises shall arrange special personnel to provide docking services, and extend the investment interface construction to the user red line. Such enterprises must be approved by the local city (county) level and above, such as the competent departments of industry and information technology, health and health, and epidemic prevention and control headquarters.
