It is understood that large industrial electricity users with power transformers of 315 kVA and above will implement a two-part electricity price in accordance with the national electricity fee policy. The price consists of two parts: the user's electricity usage fee and the basic electricity fee for the transformer capacity. According to previous relevant policy regulations, the basic electricity fee will not be reduced or exempted if the power supply is suspended for less than 15 days.

At the same time, for enterprises that cannot start or resume work normally during the epidemic prevention and control period, the change of basic electricity fee billing method is not subject to the restriction of "the basic electricity fee billing method remains unchanged for 3 months" and can be adjusted once a month. For epidemic prevention and medical material production enterprises that need to expand production capacity due to epidemic prevention and control, if they choose to settle the basic electricity fee according to the maximum demand in the contract, the part exceeding 105% of the maximum demand agreed in the contract will be charged according to the actual amount, and the basic electricity fee will not be doubled. For electricity used in newly built or expanded medical facilities due to epidemic prevention and control, high-reliability power supply fees are exempted.
