In order to implement the spirit of the "Opinions of the CPC Central Committee and the State Council on Supporting Shenzhen in Building a Pilot Demonstration Zone for Socialism with Chinese Characteristics", the State Grid Corporation of China recently issued the "Key Measures of the State Grid Corporation of China on Integrating into and Serving the Construction of Shenzhen's Pilot Demonstration Zone for Socialism with Chinese Characteristics" (hereinafter referred to as the "Measures").
The Measures revealed that the Southern Grid will integrate into and serve the construction of Shenzhen's socialist demonstration zone with Chinese characteristics with 28 key measures. Among them, in terms of integrating into and serving Shenzhen's pioneering construction of a modern economic system that reflects the requirements of high-quality development, the Southern Grid will build a highland of energy and power science and technology innovation, strengthen key core technology breakthroughs, promote the planning and construction of the Shenzhen power grid with high quality, improve the level of power grid asset management, build a "high power quality" management system, and give play to the "dual-area driving effect" of the Greater Bay Area and the demonstration zone; in terms of integrating into and serving Shenzhen's pioneering creation of a democratic and legal environment that demonstrates fairness and justice, it is necessary to promote the deepening of innovative practices in the rule of law in the power sector, actively integrate into the reform and construction of Shenzhen's "digital government", improve the level of public safety in urban electricity use, and explore data information security protection and sharing applications.
In terms of integrating into and serving Shenzhen's lead in shaping a modern urban civilization that showcases the prosperity of socialist culture, we must continue to deepen the reform of state-owned enterprises, build a demonstration base for advanced culture of state-owned enterprises with Chinese characteristics, enhance Shenzhen's international influence in the energy and power sectors, and actively promote exchanges and cooperation between Guangdong, Hong Kong and Macao; in terms of integrating into and serving Shenzhen's lead in forming a people's livelihood development pattern of co-construction, co-governance, sharing and common prosperity, we must create a world-leading electricity business environment and an inherently safe urban power grid, and carry out high-standard power supply guarantee capability construction for Hong Kong.
The "Measures" propose that by 2025, Shenzhen's electricity business environment will be world-leading, its electricity science and technology innovation capabilities will be greatly enhanced, and a modern energy system will be basically established, which will strongly support Shenzhen's construction of a modern, international, innovative city; by 2035, Shenzhen's high-quality energy and power development will become a national model, helping Shenzhen become an example of a city for my country's construction of a modern socialist country; by the middle of this century, Shenzhen's high-quality energy and power development will be among the world's best, helping Shenzhen become a global benchmark city with outstanding competitiveness, innovation and influence.
