China Energy Storage Network News: On November 21, under the organization of the Northwest Branch of State Grid Corporation of China and State Grid Ningxia Electric Power Co., Ltd., Ningxia Tianjing Longding Silicon Carbide Co., Ltd. and Ningxia Hexing Carbon-based Materials Co., Ltd. piloted the participation in the inter-provincial peak-shaving auxiliary service market in the Northwest region and within Ningxia Province, releasing power generation space for the clean energy of the Northwest Power Grid, marking the official launch of the user-side peak-shaving pilot work of the Northwest Power Grid.

Ubiquitous dispatching and control on the load side is an important measure for the dispatching system to solidly promote the construction of ubiquitous power Internet of Things and improve the power grid regulation capacity. User-side peak regulation is an innovative measure of the Northwest Branch of State Grid for the larger-scale access and higher-quality development of new energy in the future. This pilot project is mainly for users to increase their own power load when there is demand from the power grid, release the space for clean energy power generation in the grid, and regulate a total load of 170,000 kilowatts.

At present, the loads of the northwestern provinces (autonomous regions) are mainly high-energy-consuming industrial loads, accounting for 65.49% of electricity consumption. Under the guidance of the existing peak-valley electricity prices, high-energy-consuming enterprises such as silicon carbide, ferroalloys, and electrolytic aluminum in the grid can adjust their loads according to the peak-valley electricity prices, and the adjustable capacity accounts for about 20% of the rated load. According to preliminary calculations, if all large industrial customers in the grid participate in the peak-shaving of the power grid, about 7 million kilowatts of peak-shaving capacity can be released, which is equivalent to 10 million-kilowatt thermal power units deeply peaking to 30% of the rated capacity, which can save customers nearly 1 billion yuan in flexibility transformation investment. User-side peak-shaving can effectively reduce the cost of additional issuance of clean energy power generation companies while increasing production of enterprises, achieving a win-win situation for all parties.

During this user-side peak regulation, the Northwest Electric Power Control Center clarified the requirements and standards for network security, information interaction and management based on the degree of informatization of Northwest power grid customers, and built and deployed a panoramic monitoring function for user-side control on the Northwest's source-grid-load-storage collaborative interactive platform (U-GDP) based on ubiquitous Internet of Things. It adopted the design concept of "grid-factory-furnace" three layers to accurately perceive information at all levels of the power grid, enterprise, and furnace, to "profile" the supply and demand connection and new energy consumption behavior, and to achieve full-cycle monitoring and management of user-side control.

In addition, in order to actively, steadily, safely and orderly promote the user-side peak load regulation, the Northwest Electric Power Control Center, based on the previous research, deepened theoretical research, analyzed the production model, profit model and feasibility of customers participating in the grid peak load regulation from the perspective of economy, and established a market-based compensation mechanism. At the same time, the branch organized many discussions with customers to encourage and guide customers' willingness to participate, streamline the market organization process, select pilot units after reporting to the regulatory agency, and formulate a specific implementation plan for user-side peak load regulation.

Before the end of this year, the Northwest Branch of State Grid will actively communicate and report with regulatory agencies, assist relevant departments in issuing user-side peak-shaving market rules, and lay the foundation for large-scale user-side participation in peak-shaving auxiliary services next year. At the same time, the branch will strengthen exchanges with large electricity customers and heat storage customers, establish and improve the market-oriented compensation mechanism for user-side regulation, and continuously improve the comprehensive perception and intelligent regulation functions of the U-GDP platform to achieve ubiquitous interconnection and coordinated operation of source-grid-load-storage, and promote the development of clean energy in the northwest region.
