Nanjing holds emergency drill for large-scale power outage

On the morning of November 14, Nanjing City, Jiangsu Province held an emergency drill for the 2019 large-scale power outage.

The drill simulated that the Nanjing area was hit by severe convective weather, the power grid was severely damaged, and the load reduction of the city's power grid reached more than 20%, reaching the standard of a Level III large-scale power outage. According to the plan, the Nanjing Large-Scale Power Outage Emergency Command immediately launched an emergency response, carried out anti-terrorism and emergency disposal in key areas such as chemical industry, hospitals, and stations, as well as power grid repair, focusing on the implementation of various emergency disposal processes before and after the large-scale power outage. The drill also simulated hackers invading the power dispatching and control system. Nanjing Power Supply Company organized technical forces to respond with all their strength to protect network security and the normal operation of the dispatching and control center. According to reports, this drill content is the first time it has been conducted in the country.

The Nanjing power grid is an important part of the "four vertical and five horizontal" main grid of the Jiangsu power grid. It is also an important channel for the transmission of electricity from west to east and from north to south in East China and Jiangsu power grids. The power load is rising year by year, and the pressure on the safe operation of the power grid is huge. In 2018, the Nanjing Municipal Government revised and reissued the "Nanjing Large-scale Power Outage Emergency Plan". Since the establishment of the emergency system in 2006, Nanjing Power Supply Company has insisted on conducting emergency drills for peak summer every year, special emergency drills and on-site emergency response plan emergency drills every quarter, and production system desktop exercises every week to ensure rapid response and effective response in the face of disasters.

The drill was guided by the Ministry of Emergency Management, the National Energy Administration, and the Jiangsu Provincial Development and Reform Commission (Energy Bureau), hosted by the Nanjing Development and Reform Commission, undertaken by the Nanjing Power Supply Company, and jointly participated by 13 units including the Nanjing Public Security Bureau.
