On November 3, the "Belt and Road" Green and Low-Carbon International Port Forum was held in Meishan, Ningbo, Zhejiang. The State Grid's ubiquitous power Internet of Things county-level comprehensive demonstration-Meishan Smart Energy Internet of Things Comprehensive Demonstration Project was officially unveiled with the "two releases and two signings" construction results. The "two releases" of the "Meishan Near Zero Carbon Demonstration Zone Comprehensive Energy Plan" and the Meishan Smart Energy Management Service Platform, as well as the "two signings" of the comprehensive energy industry development project and the energy research center indicate that the "Ningbo Model" of ubiquitous Internet of Things construction has jumped out of the blueprint and become the mainstay of promoting the construction of Meishan's "Near Zero Carbon Emission Demonstration Zone" and the construction of Zhejiang's clean energy demonstration province.

Meishan Bonded Port Area is the fifth bonded port in my country approved by the State Council. The Ningbo "Belt and Road" comprehensive experimental zone approved by Zhejiang Province takes Meishan as the core carrier. In February 2018, Meishan officially launched the construction of the "International Near-Zero Emission Demonstration Zone", focusing on four important emission reduction areas: industry, construction, transportation, and electricity. This forum released the "Action Book on Cooperative Construction of Ningbo Meishan Near-Zero Emission Demonstration Zone" and the Meishan Near-Zero Carbon Emission Demonstration Zone Plan.
State Grid Zhejiang Ningbo Power Supply Company took the Meishan "International Near-Zero Emission Demonstration Zone" as an opportunity to further promote the construction of ubiquitous power Internet of Things. The Meishan Smart Energy Internet of Things Comprehensive Demonstration Project was approved in April this year to become one of the five county-level comprehensive demonstrations of the State Grid Ubiquitous Power Internet of Things.
At the forum, Ningbo Power Supply Company and Meishan International Logistics Industry Cluster Management Committee jointly released the "Meishan Near-Zero Carbon Demonstration Zone Comprehensive Energy Plan". Through the implementation of energy planning and projects in four aspects: source, network, load and storage, it is planned that by 2030, the proportion of electricity in terminal energy consumption will be close to 80%, while improving the reliability of energy supply and achieving peak shaving and valley filling. The average peak-to-valley difference rate will be reduced from the current 47% to 25% in 2030; by 2050, 100% renewable electricity will be achieved, which can reduce carbon dioxide emissions by 950,000 tons in total and basically achieve the near-zero carbon target.
Meishan Smart Energy Management Service Platform adheres to the concepts of openness, sharing, practicality and innovation, and provides energy solutions for governments, enterprises and integrated energy service providers. It provides a way for the government to control both energy and materials, and provides enterprises with energy consumption and efficiency analysis, energy optimization solutions, carbon emission trading agents and other energy optimization solutions. It provides integrated energy service providers with business opportunities such as intelligent operation and maintenance, energy-saving transformation, and integrated energy services, integrates upstream and downstream industrial chains, builds a new integrated energy business model, and improves the energy efficiency of the entire society.

According to reports, the platform architecture follows the principles of flexibility and agility, and adopts a micro-application design approach and intelligent active defense security strategy. The data link mainly installs sensors such as smart meters at the perception layer, and transmits data to the platform layer through the intelligent gateway and transmission network of the network layer. After analysis and storage at the platform layer, it is called by the application layer to serve the platform users. At present, various energy data such as electricity, water, gas, and heat of all 210 special transformer users in the Meishan area have been collected, realizing functions such as multi-energy supervision, multi-energy optimization, smart energy use, carbon trading agency, and energy service mall.
The forum signed six projects, including the international supply chain trade service platform, two of which were related to electricity. The comprehensive energy industry development project was signed by the Beilun District People's Government, State Grid Ningbo Power Supply Company, and State Grid Zhejiang Comprehensive Energy Service Co., Ltd. It will be based on the principle of "market orientation, win-win cooperation, and common development" to promote comprehensive energy utilization, energy basic services, enterprise energy efficiency improvement, energy financial services and other fields to carry out multi-level and extensive cooperation and promote the market-oriented operation of comprehensive energy.
The Energy Research Center was signed by State Grid Ningbo Power Supply Company, State Grid Zhejiang Electric Power Research Institute, and Ningbo International Investment Consulting Co., Ltd. It will integrate the brand advantages, high-quality resources and advanced technologies of relevant units in the energy field, carry out major policy and project research in the energy field, serve energy science and technology progress and energy market system and mechanism innovation, and become a leading think tank supporting local government decision-making and energy market development.
Since the implementation of the ubiquitous power Internet of Things development strategy, Ningbo Power Supply Company has implemented a number of advanced demonstration projects in the optimization of the business environment and green transportation. Among them, in terms of improving the comprehensive energy efficiency level, it actively implemented the construction of the microgrid project for comprehensive utilization of energy in the Zhenhai Petrochemical Zone to help the development of the "green petrochemical" industry. The first phase of the project has been completed, which can save 21,200 tons of standard coal annually; in terms of optimizing the business environment, taking the digital transformation as an opportunity, vigorously promote the "three zero" services of zero door-to-door, zero approval, and zero investment for small and micro enterprises and the "four savings" new measures for large and medium-sized enterprises to save labor, time, money, and worry, and the people's sense of gain in electricity has been significantly improved; in terms of green transportation, a total of 145 electric vehicle charging stations have been put into operation, with a total of 1,080 charging piles, achieving full coverage of charging stations in all highway service areas and county and urban areas in Ningbo; in terms of green ports, vigorously promote the construction of shore power for Ningbo-Zhoushan Port, and by the end of 2020, Meishan Port high-voltage shore power will be fully covered.
