In the first half of this year, the amount of electricity traded in the Chinese market reached 802.6 billion kWh, accounting for 36.6% of the total electricity sales. This means that about one-third of the electricity is sold through bilateral negotiations and centralized competition, and the original catalogue electricity price and on-grid electricity price are no longer implemented.

The "Fourth Anniversary of Power Reform: Progress Assessment and Industry Vision - 2019 China Power System Reform Seminar" co-organized by the National Development and Strategy Institute and the School of Applied Economics of Renmin University of China was held in Beijing on the 13th. Li Zhu, deputy director of the marketing department of Beijing Power Exchange Co., Ltd., shared the above data and said that the reform dividend of 16.6 billion yuan was released through market-based power trading, and it is expected that the proportion of market-based trading electricity will exceed 40% by the end of this year.

In 2015, the "Opinions on Further Deepening the Reform of the Electricity System" was issued, which opened a new round of electricity system reform. After more than four years, the power trading centers in the operating area of ​​​​the State Grid Corporation of China have registered 119,000 market members, 28,266 power generation companies, 87,830 power users, and 3,415 power sales companies, which is 4.5 times the number before the liberalization in 2015.

Li Zhu said that China's electricity market construction has now entered a fast lane, and the characteristics of market coordination are becoming increasingly obvious. There are various inter-provincial transactions as well as intra-provincial transactions. Through large-scale configuration, energy transformation has been promoted, and market benefits have initially emerged. On the one hand, it has reduced electricity costs, and on the other hand, it has promoted energy conservation and emission reduction.

In terms of resource endowment, wind and solar power are mainly distributed in western China, but the load is mainly distributed in central and eastern China. The electricity sent by the entire northwest power grid accounts for 24.7% of its generating capacity, and more than 20% of the electricity in Zhejiang, Jiangsu and Shanghai comes from other places.

After more than 20 years, China has not formed a relatively complete electricity market. Li Zhu said that one of the important reasons is that electricity commodities have special economic attributes. With the massive development of new energy, higher requirements are placed on the flexibility of the entire power system. "We need to establish an energy market that is balanced and optimized under the market order to ensure the balance of the system at all times."

As for whether to build an inter-provincial market, a regional market, a national market or a joint market at several levels, Li Zhu said that the current market operation and optimization capabilities determine that it is still a two-level market, that is, the coordinated operation model of the inter-provincial market and the intra-provincial market as a starting point, and the ultimate goal is to build a unified electricity market.
