On August 12, at the power supply service command center of Zhangzhou Power Supply Company in Fujian Province, personnel drawn from Longhai, Zhangpu and other county companies worked together in the distribution network control team. Since March, the company has started the distribution network dispatch cluster operation mode. From March to June, the average power outage time for planned maintenance work was shortened by 18 minutes compared with the same period last year, and the average power outage time for faults was shortened by 21.6 minutes. The number of complaints from 95,598 customers decreased by 6.43%.
In response to the problems of uneven daily maintenance volume in different regions, large differences in disaster losses between mountainous and coastal areas, and underutilized human resources, Zhangzhou Power Supply Company, in combination with the construction of ubiquitous power Internet of Things, started to apply a distribution network dispatch cluster operation mode based on distribution network information integration.
In order to effectively promote the clustered operation of distribution network dispatching, Zhangzhou Power Supply Company explored the establishment of a large dispatching command system of "one region, one dispatching", breaking the territorial dispatching management model, referring to the "Didi dispatching" model to balance business volume, with the goal of "peak shaving and valley filling" of regional workload, and carrying out daily and disaster maintenance with mutual backup and mutual assistance of human resources in different places.
"Distribution network dispatching cluster operation mode adopts two types: distributed and centralized." Shu Qian, deputy squad leader of the distribution network dispatching team of the power supply service command center of Zhangzhou Power Supply Company, introduced. The distributed mode is based on the geographical location and climate characteristics, and adopts strategies such as "mountain-sea cooperation" and "north-south mutual adjustment" to make the county-level dispatching in the mountainous and water areas arranged and combined in a way, and implement point-to-point job exchange and mutual reserve twice a month. The centralized mode is to establish a virtual distribution network dispatching center and 9 county-level sub-centers, establish a dispatcher responsibility system, and build an interconnected video telephone system throughout the region to form a unified command and dispatch of the business cluster operations of each sub-center.
Zhangzhou Power Supply Company established a disaster emergency regional liaison station, configured cross-regional management authority, shared distribution network automation and dispatching system information, developed electronic ordering and network licensing functions, and received "two tickets" and equipment QR code scanning and verification feedback through mobile terminals to achieve rapid turnover of maintenance business. At the same time, the company deepened the full-research and full-remote control intelligent control system, and the average time for fault handling was reduced by 1/3 compared with the same period last year.
In order to ensure the effective implementation of the cluster operation of distribution network dispatching, Zhangzhou Power Supply Company formulated three categories and five items of operation instructions based on the differences in the core business of distribution and dispatching in each county and regional characteristics; selected the backbone of the city company's distribution network dispatching to provide fixed-point assistance to the nine county dispatching. The company also held a regional distribution network dispatching competition, carried out two phases of cluster certification training, and completed the qualification certification of 35 people in Zhangzhou.
