Changsha power grid enters "power highway"

The lighting up of Changsha is inseparable from the power support provided by the Changsha power grid construction "Three-Year Action Plan" and the Changsha power grid "630 Attack" for two consecutive years.

What is even more worth looking forward to is that in 2020, Changsha Power Grid's "630 Attack" campaign, Changsha's 1000 kV UHV will be put into operation, and Changsha Power Grid will enter the UHV era. The UHV power grid has the characteristics of long distance, large capacity, low loss, and less land occupation. Its transmission capacity can reach about 5 times that of 500 kV ultra-high voltage transmission, and it is called the "power highway".

Today, the reporter learned from the Changsha Power Grid's 2019 "630 Offensive" Summary and 2020 "630 Offensive" Mobilization Meeting that as a key year for the Changsha Power Grid's "Three-Year Action Plan" construction, the 2020 Changsha Power Grid's "630 Offensive" will be laid out around the goal of meeting the 10 million kilowatt power grid's safe power supply capacity. By the end of 2020, an investment of 15.675 billion yuan will be achieved, 81 35 kV to 1000 kV projects, and 726 batches of 10 kV projects will be completed, with an all-out effort to create a "provincial capital city demonstration power grid."

The main grid of "three-dimensional double-ring network" was built

In 2017, Changsha launched the "Three-Year Action Plan" for the construction of Changsha power grid. After the first two rounds of Changsha power grid "630 attack", the safe power supply capacity of Changsha power grid has increased by 1.7 million kilowatts, equivalent to the power consumption level of one Loudi or two Liuyang cities, and the power supply bottleneck has been basically solved.

But at the same time, with the rapid economic and social development of Changsha, especially the high-quality development of the industrial economy led by intelligent manufacturing, new requirements have been put forward for the safe and stable supply of Changsha electricity and the construction of power grid projects. Data show that from January to June this year, the city's electricity consumption was 18.128 billion kWh, a year-on-year increase of 9.66%, still maintaining a relatively fast growth rate.

In this regard, in the 2020 Changsha power grid "630 attack" will ensure that the construction of the power grid matches the city's functional positioning, key industry development, and major project construction, and comprehensively enhance the power supply capacity of the Changsha power grid.

On the one hand, we will strengthen the "main" support. We will make every effort to promote the commissioning of Changsha's 1000 kV UHV and supporting 500 kV lines, and the 500 kV Wangcheng power transmission and transformation project, start the construction of the 500 kV Ningxiang and Datuo power transmission and transformation projects, carry out the preliminary work of the 500 kV Changsha County and Changsha North power transmission and transformation projects, build a "three-dimensional double-ring network" backbone grid, open up the UHV channel for external power to enter Changsha, fundamentally improve the 500 kV power supply support in the western part of Changsha and the eastern part of the river, and meet the electricity demand of Hunan and even the central China region in the next ten years.

Among them, with the commissioning of Changsha's 1,000 kV UHV, Changsha's power grid will enter the UHV era. This is the first 1,000 kV AC UHV in Hunan. Changsha will become a hub center for energy loads in Hunan and even in central China. The cross-river interconnection of the Wangcheng-Dinggong 500 kV line will realize the comprehensive connection and coordinated development of the Changsha power grid's east-west backbone power grids.

On the other hand, the shortcomings of the "backbone" were made up. 14 220 kV transmission and transformation projects and 26 110 kV transmission and transformation projects were put into operation to solve the problem of limited power supply capacity in Changsha City, Changsha County, Wangcheng District and key parks, and further improve the 110 kV grid structure. 9 220 kV projects and 31 110 kV projects were started, focusing on the construction of park and industrial area power grids, and achieving a leapfrog development of the park power grid.

In addition, the quality of the "distribution network" was improved. 52 new and expanded substations were completed with 10 kV outgoing line projects, 263 10 kV line grid structure optimization, 52 administrative villages' overall power grid quality improvement and 3,123 substation distribution and transformation projects were implemented. Three high-reliability distribution network demonstration areas were built in Binjiang New City Hunan Financial Center, Provincial Government District, and Yanghu District.

Focus on three major areas

Data shows that the Hedong main urban area, Hexi area and Xingsha area are the three areas with high electricity demand in Changsha. These are also the key areas for Changsha Power Grid’s “630 Tough Battle” in 2020. By making precise efforts in these three areas, the quality upgrade of the regional power grid will be accelerated.

Among them, Hedong focuses on urban areas. We will accelerate the commissioning of 220 kV Yaoling, 110 kV Shichang, Chengdong in Furong District, and 110 kV Zhongshan in Kaifu District, start construction of 500 kV Datuo in Tianxin District, 220 kV Dongjingpu in Yuhua District, and 110 kV Guitang, and complete the preliminary work of 500 kV Changsha North in Kaifu District, so as to ensure the production and living electricity demand in the core urban areas.

Hexi is a key area for protection. We will accelerate the commissioning of the 220 kV Leifeng substation and other substations in Changsha High-tech Zone, start the construction of the 220 kV Pingtang in Xiangjiang New District, the 220 kV Hanpu in Yuelu District, and the 110 kV West Station, and complete the preliminary work of the 110 kV Heyeba project in Changsha High-tech Zone, fully guaranteeing the power demand of key areas such as Hunan Financial Center, Yuelu Mountain National University Science and Technology City, Dawang Mountain Tourism Resort, and Meixi Lake International New City.

Xingsha focuses on industrial parks. We will accelerate the commissioning of the 1000 kV Changsha S-High Voltage, 220 kV Keda, Huanghua, Agricultural University and 110 kV Songya East projects, start construction of 220 kV Binhu East and Huangxing projects, complete the preliminary work of 500 kV Changsha County projects, focus on guaranteeing the power demand of industrial parks such as Changsha Economic Development Zone and Linkong Economic Demonstration Zone, and ensure power supply for key enterprises such as Lens Technology.

At the same time, we will coordinate the construction of power grids in Liuyang, Ningxiang, Wangcheng and other areas, focusing on solving the problem of the "last mile" of electricity consumption for enterprises and residents.

The project was put into production in two stages

With tight time and many projects, how can we ensure the smooth completion of target tasks?

The reporter saw that the "Implementation Plan for the Changsha Power Grid Project Construction "630 Attack" Activity (2019-2020)" has broken down the tasks and departments involved. Among them, the 2020 Changsha Power Grid "630 Attack" commissioning project will be put into operation on two nodes, June 30 and December 30, 2020.

Among them, from July 1 this year to June 30 next year, a total of 7.974 billion yuan of power grid investment will be completed, of which 11.263 million kilovolt-amperes of new transformer capacity will be added to the 35 kV to 500 kV power grid, and 935.2 kilometers of new lines will be built; the length of new and renovated 10 kV and below lines will be 4,036.6 kilometers, and the new distribution transformer capacity will be 367,000 kilovolt-amperes.

From July 1 to December 30 next year, a total of 7.701 billion yuan will be invested in the power grid, including 7.531 million kilovolt-amperes of new transformer capacity for 110 kV to 1000 kV power grids and 460.3 kilometers of new lines; 2,740.7 kilometers of new and renovated 10 kV and below empty lines and 288,000 kilovolt-amperes of new distribution transformer capacity.

In addition, the practice of the first two rounds of Changsha power grid "630 attack" shows that the progress of supporting route construction is the key to ensure the smooth commissioning of the project. The key to the "630 attack" in 2020 is still the route, with the focus on timing matching. The construction or tower base delivery of key supporting routes such as the Wanjiali North Section Power Tunnel, Dongsi Road, Longfeng Avenue, and Xin'an Road Power Tunnel planned in 2019 will be completed on schedule, and the construction plan of more than 60 supporting routes such as Xinglian Road and Zhongshan Road added in 2020 will be implemented as soon as possible to ensure that the investment implementation and construction progress match the timing of the power grid project.
