On December 20, 2018, with the grid connection and power supply of the 220 kV Ziwushan booster station in Da'an, Baicheng, the 100MW Chint New Energy and 100MW State Power Investment Corporation Jidian Power in the area were immediately connected to the grid, marking the full capacity grid connection of the Baicheng Photovoltaic Application Leading Base.
On November 16, CGN Zhenlai Project 4 and 5, 200MW, were connected to the grid; on December 8, State Power Investment Corporation Project 3, 100MW, was connected to the grid. From the official start of construction on April 28 to the full capacity connection to the grid on December 20, the Baicheng Leading Base took more than 230 days to complete all the commitments made during the application, and it took only 13 months from the approval of the Baicheng Base to the grid connection.
With the active assistance of the Baicheng government departments, the three winning bidders submitted a rich and colorful "answer sheet", but how well each company performs still depends on the performance of their respective systems and products in the next 20 years. PV people compiled a list of product models used by each company:
According to PV people, the N-type modules purchased by SPIC from Jinzhou Sunshine are actually OEM modules from another company in the industry. In addition, all modules in the Baicheng Leading Base are monocrystalline modules.
In terms of components, JinkoSolar ranked first with 150MW of shipments, followed by Esing Optoelectronics and Chint, which accounted for nearly 75%. The rest, JA Solar, Risen Energy and Rito Solar all had a certain share. It is worth noting that the State Power Investment Corporation used 4MW of HIT components from China Intelligent Power, and it is understood that the purchase price was more than 4 yuan/watt.
In terms of inverters, TBEA ranked first with orders from CGN alone, followed by Sungrow and Huawei in second and third place. Shangneng's distributed up-conversion integrated inverter has gained some success. It is worth noting that 1500V inverters have begun to be more widely used.
As for the bracket, CHINT Solar was undoubtedly the biggest winner with 300MW of shipments, while Huanghe Xinye, Kingsoft and Versol also had some shipments.
Chint New Energy President Lu Chuan shared the five highlights of their project:
1. Use high-efficiency components. Since the wind pressure at the project site is as high as 0.65kN/㎡, we use Chint AstroHalo high-efficiency series components after comprehensive consideration. This series of components uses PERC technology, which can increase efficiency by more than 15~20W compared to traditional components. It is equipped with high-strength frames and thickened back glass to ensure the stable operation of the power station;
2. Adopt 1500V system. According to the characteristics of the project base, adopt 1500V system to increase the DC side system voltage, reduce system cost, and thus improve the overall system efficiency;
3. For the tracking bracket (10° inclination flat single), a short axis solution is adopted according to the high wind pressure of the base; according to the severe cold weather, a pile foundation filling and sand filling design is adopted to improve the safety and stability of the system; after comprehensively considering various conditions and price factors such as latitude, product maturity, operation and maintenance failure rate and land area restrictions, the 10° inclination flat single solution is finally selected.
4. Intelligent operation and maintenance. The project relies on the more than ten years of operation and maintenance experience of various types of "photovoltaic +" power stations of the Chint New Energy operation and maintenance team, as well as the intelligent, efficient, and highly practical operation and maintenance platform and mature service model. It ensures the efficiency of the power station from multiple aspects such as operation monitoring, alarm information query, intelligent analysis, intelligent management, production statistics, and mobile platform.
5. Agriculture, animal husbandry and photovoltaic power generation complement each other. The project adopts the operation mechanism of "breeding base + photovoltaic power generation", which can absorb the surplus labor force in local rural areas. Through the "company + base + farmers" model, it can drive the annual sales of local agricultural and sideline products and increase the per mu income of farmers.
Cai Yanfu, general manager of State Power Investment Corporation Jidian Co., Ltd., said, "At the beginning of the bidding, in order to fully reflect the technological advancement of the third batch of photovoltaic leaders and highlight the leading advantages and demonstration effect of Baicheng Photovoltaic Leader Base in the industry, we adopted various forms of components, inverters and brackets with domestic leading technologies in design. For the first time in the northern region, double-sided double-glass power generation components and flat single-axis bracket tracking methods were adopted on a large scale to improve the system's power generation capacity; in terms of construction, we continuously optimized the design and construction methods, pioneered the installation method of flat single-axis ground overall assembly and overall hoisting, innovated the "new technology" for on-site construction, and overcame the "new problem" of long span and high ground clearance installation; in the later operation and maintenance of the project, we adopted intelligent analysis and drone diagnosis methods to create a digital intelligent photovoltaic power station operation and maintenance brand; truly realized the advancement and innovation of the Baicheng leader project."
The services of Baicheng Leading Base have been praised by various investors. Baicheng Vice Mayor Zhang Xunkui said, "It has been an extraordinary journey. Baicheng PV Leading Base was the first to publicize the preferred plan, the first to organize the preferred work, the first to publicize the preferred results, the first to determine the investor, the first to organize the on-site investigation, and the first to organize the construction." Even though it has achieved ideal results, Mayor Zhang still emphasized that in the future, "we must do a good job of +, which is also a very important part of the Baicheng model. Although Baicheng has very rich land resources, we still need to cherish the land, love the land, and maximize the economic benefits of each piece of land."
Lu Chuan said, "The smooth grid connection of the project is inseparable from the hard work of the Chint project team, the support of the provincial and municipal power companies, and the care and guidance of leaders at all levels in Baicheng City, especially the careful planning and deployment of the base office. Looking back on the construction process of the project, many details are still fresh in my memory and I am quite moved. We remember that when the 8-kilometer access transportation road was blocked, it was the leaders of the base office who led the team to coordinate in the rain; we also remember that the provincial power company carried out power quality inspection and grid connection acceptance in the severe cold; we also remember that the leaders of the municipal government visited the site many times to inspect and guide the work. It is the rigorous and efficient work style and tireless support of the Baicheng Municipal Government and the Base Office that made the Baicheng Base Project create many firsts among the ten leading bases in the country during the same period."
In the view of the Base Office, the recognition of the first frontrunner base in Northeast China is based on the following three aspects:
The first is to "use one site for multiple purposes" and create a new business model that integrates multiple industries.
Vigorously expand the application of the "photovoltaic +" model, implement agricultural-photovoltaic, pastoral-photovoltaic, and fishery-photovoltaic complementarity on unused land, improve land use efficiency, drive the comprehensive development of regional ecology and economy, provide new ideas for the management of saline-alkali land, and play a positive role in promoting the construction of the western Jilin ecological and economic zone. We will strive to build Baicheng City into a model area for ecological photovoltaic development in the Northeast.
The second is to fulfill commitments and create a good construction environment.
The Baicheng Municipal Government has implemented its declared commitments. In terms of land use policies, it strictly implements the requirements of the relevant documents of the National Energy Administration on the construction of the leading base (Guo Neng Fa Xin Neng [2018] No. 54, 76, and 88) and the declared commitments to implement land fees and taxes, renting unused land at 200 yuan/mu?year, and the delivery method is a one-time payment for 25 years. Urban land use tax and cultivated land occupation tax are not levied on the land used by each enterprise. The planned land is used by each investment enterprise in a transfer manner, and no other fees are involved. In terms of grid access and consumption, the access system is invested and constructed by State Grid Jilin Company, and it is promised that the transmission line project will be completed simultaneously with the main project of the Baicheng base. The consumption guarantee is provided by the Jilin Provincial Energy Bureau and State Grid Jilin Company with opinions on the consumption of the base power station, clarifying the consumption scope of the base's power generation, and State Grid Jilin Company and Baicheng Municipal Government are jointly responsible for ensuring that the power generation level of the Baicheng base reaches the national requirements of the minimum guaranteed hours in the region. number (or the number of hours not less than 95% of the base's power generation); in terms of compensation measures, the Baicheng Municipal Government will ensure that the base's photovoltaic power station reaches the minimum guaranteed hours in accordance with the declared commitment. If it is indeed not caused by the project unit itself, the government promises to provide economic compensation for the underpaid power generation through local fiscal appropriations; in terms of supporting services, the Baicheng base actively connects with investment companies, takes the lead in and handles the preliminary procedures, and strictly in accordance with the "Jilin Province Construction Site Standardization Management Assessment Measures", uniformly undertakes the construction of access roads, temporary water and electricity, temporary housing and other infrastructure to ensure that investment companies can enter the site for construction as soon as possible; in terms of financial policies, the Baicheng Energy Industry Development Leading Group Office and the Baicheng Branch of the Agricultural Development Bank of China signed the "Strategic Cooperation Framework Agreement to Support Photovoltaic Leader Bases", issued relevant planning certificates for project construction, and made every effort to ensure that investment companies can apply for various financial loans.
The third is to innovate mechanisms and fully promote the standardization construction of the Baicheng base.
After the successful application of Baicheng Base, leaders at all levels of the province and the city attached great importance to it. The Jilin Provincial Party Committee and the Provincial Government listed the Baicheng Base project as a key project of Jilin Province in 2018. Baicheng City established the Baicheng Photovoltaic Leading Base Leading Group, which was personally headed by Mayor Li Mingwei, and Zhang Xunkui, member of the Standing Committee of the Municipal Party Committee and Deputy Mayor, was appointed as the Executive Deputy Group Leader, who was fully responsible for the construction of the base to ensure the smooth implementation of the Baicheng Base construction.
To ensure the unified advancement of the Baicheng base, during the organization and implementation process, the Baicheng base combined the actual project construction, established and improved various organizational structures, innovated six mechanisms, and made every effort to promote the rapid implementation of the Baicheng base construction.
1. Segment linkage mechanism. In order to speed up the unified advancement of base construction, the base on-site command organized and implemented the overall plan, and combined with the actual construction of the base, divided the Baicheng base construction project into three major parts: the site, the booster station, and the transmission line. The main leaders of the command were linked to each of them, visited regularly, coordinated services, and tracked and coordinated to speed up the overall construction.
2. Problem-solving mechanism: Collect problems that need help in base construction, assign them to relevant units (departments), establish a "green processing notification", and coordinate and resolve related issues that hinder base construction.
3. Work briefing mechanism. 11 issues of the base work briefings were compiled and issued, vigorously publicizing good practices, advanced experiences and project progress during the base construction process, and actively creating a working atmosphere of "comparing, learning, catching up, helping and surpassing".
4. Implement meeting mechanism. Implement various meeting systems such as weekly work meetings, on-site coordination meetings, and experience exchange meetings, timely discover and solve more than 130 problems that restrict base construction, and timely summarize and promote typical experiences in base construction.
5. Party building leading mechanism. The base has set up temporary party branches in the two project areas of Zhenlai and Da'an. The party flag is raised and the party member identity is revealed in key projects, key links and construction breakthroughs. Driven by the demonstration of party members, the base construction has formed a good situation of "learning from party members and aligning with the benchmark", which has promoted the rapid and steady construction of the Baicheng base.
In such an environment, many investment companies, design institutes, engineering companies and equipment suppliers participating in the construction of the base are looking forward to Baicheng's ability to obtain rewards and bring new opportunities in the application for a new batch of leading bases.
