Recently, the China Association of Automobile Manufacturers held an information release conference in Beijing. Tong Zongqi, director of the Information Department of the China Electric Vehicle Charging Infrastructure Promotion Alliance, released the promotion and operation status of electric vehicle charging infrastructure across the country in October 2018.

1. Operation of public charging infrastructure

The growth rate of public charging infrastructure has slowed down: As of September 2018, the member units of the alliance reported a total of 285,000 public charging piles, including 183,000 AC charging piles, 101,000 DC charging piles, and 1,000 AC/DC integrated charging piles. In October 2018, the number of public charging piles decreased by 14 compared with September 2018. From November 2017 to October 2018, the average monthly increase in public charging piles was about 7,504, and in October 2018, it increased by 46.3% year-on-year; from January 2016 to April 2018, the average monthly increase in public charging infrastructure was 7,600; after April 2018, the average monthly increase in public charging infrastructure was 3,760.

2. Operation of public charging infrastructure in provinces, regions and cities

The construction of public charging infrastructure is relatively concentrated in certain regions: the construction of public charging infrastructure in accelerated development regions such as Beijing, Shanghai, and Guangdong accounts for 77.1%; demonstration and promotion regions and actively promoted regions account for 22.9% in total.

The concentration of charging electricity in public charging infrastructure is relatively high: the national charging electricity is mainly concentrated in Guangdong, Shaanxi, Jiangsu, Beijing, Fujian, Hubei, Sichuan, Shandong, Hunan, Shanghai, Zhejiang, Shanxi and Henan. The electricity flow is mainly to buses, and the proportion of passenger cars is also relatively high. Taxis, sanitation and logistics vehicles and other types of vehicles account for a relatively small proportion; the total national charging electricity is about 240 million kWh, a decrease of 80 million kWh from the previous month.

3. Operation of public charging infrastructure operators

The concentration of public charging infrastructure operators is high: as of October 2018, among the 285,000 public charging infrastructures, Teladian operated 118,000 units, State Grid operated 57,000 units, Xingxing Charging operated 50,000 units, China Putian operated 14,000 units, and SAIC Anyue operated 13,000 units. These five operators accounted for 88.6% of the total, and the remaining operators accounted for 11.4% of the total.

4. Data on the operation of charging facilities installed by car companies

The reasons for not installing charging facilities on vehicles are relatively concentrated: as of October 2018, the vehicle-charging pile information of approximately 573,000 vehicles was sampled through the member vehicle manufacturers in the alliance, of which 171,000 vehicles were not equipped with charging facilities, and the overall non-construction rate was 29.9%; the three factors of group users building charging piles on their own, the lack of cooperation from the property management in the residential area, and the lack of fixed parking spaces in the residential area were the three main reasons for not installing charging facilities on vehicles, accounting for 75.2%, and the remaining reasons accounted for 24.8%.
