Recently, the Shanghai Electric Bicycle Industry Association, together with the Shanghai Fire Brigade, held the Shanghai "Electric Bicycle Battery Replacement (Charging) Cabinet Safety Seminar" and "Electric Bicycle Centralized Charging Equipment Exhibition and Recommendation Conference". Nearly 600 people, including leaders in charge of special treatment of electric bicycles in 16 districts, towns and streets in Shanghai, attended the meeting to discuss solutions to the problem of centralized charging of electric bicycles in Shanghai.

According to the relevant persons in charge of the Shanghai Work Safety Committee Office and the Shanghai Fire Safety Committee Office, there are nearly 7 million electric bicycles in Shanghai. Electric bicycles have become a common means of transportation for people's daily travel, but the problems of poor management and use are prominent, directly threatening the safety of people's lives and property. In recent years, fire accidents caused by electric bicycles have increased year by year, and 80% of the fires occurred during the charging process of electric vehicles.
According to statistics, since 2013, electric bicycle fires in Shanghai have caused 32 deaths, accounting for 10.3% of the total number of deaths in fires in the city. In particular, accidents with large casualties accounted for more than 30%, and the mortality rate was much higher than other types of fire accidents.
The Shanghai Work Safety Committee has decided to include the implementation of comprehensive fire safety management for electric bicycles as an important part of the assessment of work safety and fire protection work, and as a mandatory part of work safety inspections, supervision and examinations.
In the process of advancing the actual work, in order to effectively solve the problems of high construction and operation costs, poor product quality of electric bicycle charging devices, and not hinder the progress and effectiveness of electric vehicle fire protection work, the Shanghai Electric Bicycle Association, in conjunction with the Shanghai Fire Brigade and the electric vehicle fire safety leaders of 16 districts, towns, and street offices in Shanghai, held an electric bicycle centralized charging equipment seminar and display and recommendation meeting.

In order to implement the State Council's "Notice on Standardizing the Parking and Charging of Electric Vehicles and Strengthening Fire Prevention" and the "Technical Specifications for Electric Bicycle Centralized Charging Facilities and Equipment" drafted by the China Bicycle Association, and to enable Shanghai's fire departments, streets, and properties to have an intuitive understanding of electric bicycle centralized charging equipment and a correct understanding of the standards, the Shanghai Bicycle Association organized 8 electric bicycle centralized charging facilities and equipment service providers across the country to introduce them to relevant management departments and for selection by users.
Sponsored by the Shanghai Bicycle Association, the Shanghai "Electric Bicycle Battery Replacement (Charging) Cabinet Safety Seminar" and "Electric Bicycle Centralized Charging Equipment Exhibition and Introduction Conference" were held on the third floor of Shanghai Shengnuo Crowne Plaza Hotel. The conference introduced a number of electric bicycle charging devices and equipment that are technologically advanced and can solve practical problems.
All members of the Shanghai Bicycle Industry Group and several units attended the meeting. The drafting group working meeting discussed the "discussion draft" and "preparation instructions" of the automatic bicycle centralized charging standard.
Since the drafting group of the Technical Specifications for Electric Bicycle Centralized Charging Facilities and Equipment was established on May 22, the authors completed the draft text and "preparation instructions" of the standard in mid-June. The authors then communicated with the group leader, deputy group leader and some members of the drafting group on the draft text and completed the "discussion draft" of the standard.
The meeting discussed the standard "discussion draft" text one by one, and the drafters put forward many revision opinions. The meeting required that the drafter make revisions to the standard "discussion draft" according to the spirit of the meeting, and then send it to the drafters for verification. After no objection, a "draft for soliciting opinions" will be formed, and the opinions of relevant management departments, electric bicycle charging pile users and related units will be widely solicited.
