In order to implement the relevant work arrangements of the state and the province on accelerating the construction of electric vehicle charging infrastructure, and in accordance with the Guangdong Province Electric Vehicle Charging Infrastructure Plan, our department, together with the Provincial Development and Reform Commission, the Provincial Transportation Group, Guangdong Power Grid Co., Ltd. and others, has organized the preparation of the "Guangdong Province Expressway Charging Infrastructure Planning and Construction Plan (2018-2020)", which is now issued to you. Please organize and implement it conscientiously.

Guangdong Province Expressway Charging Infrastructure Construction Plan (2018-2020)

1. Development Status

1. Major achievements

The promotion and application of new energy vehicles has achieved remarkable results. In recent years, our province has actively implemented the policies of the Party Central Committee and the State Council on promoting the development of the new energy vehicle industry, increased support for the promotion of new energy vehicles, and achieved remarkable results in the promotion of new energy vehicles. By the end of 2017, the province had more than 200,000 new energy vehicles, accounting for more than 12% of the national total during the same period, and the scale of promotion and application ranked among the top in the country. Among them, the number of private passenger cars exceeded 100,000. From the perspective of regional distribution, new energy vehicles are mainly concentrated in the Pearl River Delta region, accounting for 94% of the province's new energy vehicle promotion, of which Shenzhen accounts for 80% of the province.

The construction of charging infrastructure has made certain progress. In recent years, our province has continuously increased policy support and financial support to promote the application of new energy vehicles, and has taken effective measures to accelerate the construction of supporting charging infrastructure for electric vehicles. The construction of charging infrastructure has achieved remarkable results. By the end of 2017, the province had built a total of 690 charging stations of various types and 60,000 charging piles of various types, including 38 inter-city fast charging stations and 120 fast charging piles in highway service areas.

The charging operation service capacity and level are constantly improving. Driven by national and local support policies, the construction of charging infrastructure has entered a stage of accelerated development. The core of the industry value chain has gradually shifted from hardware manufacturing to charging operations. The investment entities of new energy charging facilities have shown diversified development. Automobile manufacturers, equipment suppliers, power grid companies, operation service providers and other forces have actively laid out the construction and operation of charging infrastructure. The charging operation service market is developing day by day, and the level of intelligent and convenient charging services is constantly improving.

The promotion and application of new energy vehicles in transportation is progressing steadily. Our province has built a provincial dynamic monitoring platform for new energy vehicles in transportation (the first phase has been put into operation), and established the Guangdong Provincial Road Transport Association New Energy Vehicle Professional Committee to coordinate and integrate upstream and downstream resources of the industrial chain such as road transport companies, urban bus companies, power grid operating companies, new energy vehicle manufacturers, and charging facility manufacturers and operating service providers, building a bridge for communication between the government and enterprises.

2. Existing problems

The construction of inter-city charging facilities on highways lags behind. In recent years, other provinces in China have rapidly promoted the construction of inter-city fast-charging networks on highways. So far, a "nine vertical, nine horizontal and two ring" trunk highway inter-city fast-charging network has been built nationwide, covering 19 provinces and 150 cities, with a mileage of more than 31,000 kilometers. Among them, the inter-city fast-charging networks of national trunk highways such as Beijing-Hong Kong-Macao, Shenyang-Haikou, and Changshen have covered the border of Guangdong. In contrast, only the Beijing-Hong Kong-Macao Expressway in our province has basically achieved interconnection with charging facilities in other provinces, and the construction of inter-city charging facilities has lagged behind significantly, becoming a construction depression in the national high-speed trunk charging network.

The construction of charging infrastructure is difficult to coordinate. The construction of charging infrastructure involves many factors such as urban planning, land use, and interest coordination. It involves multiple departments and stakeholders. It faces preliminary basic work such as public power grids, power facilities, underground pipelines, and land use coordination. The coordination is difficult and the construction period is long. The small scale of land in the service areas of expressways in our province, the tight parking during peak holidays, and the difficulty in renovation, expansion, and increasing land use have brought difficulties to the construction of charging facilities in service areas.

The power distribution capacity of highway service areas is insufficient. With the rapid growth of charging facilities, a large number of centralized charging facilities have been connected to the power grid, resulting in overload of the power grid and insufficient power distribution capacity. The specifications of transformers in highway service areas in our province are mainly 630KVA and 800KVA. The power load of transformers in some service areas is relatively small, only 400KVA, and a pair of service areas share one transformer. If charging pile business is introduced, it will not be able to meet the power demand, and there will be problems with supporting power grid upgrades and transformer capacity expansion.

The power standard of existing inter-city charging piles is too low. The power of the existing expressway service area fast charging piles in our province is only 60KW, which cannot meet the charging needs of different fields within a limited time. From the current status and trend of new energy vehicle battery technology development, lithium-ion batteries are still the focus of battery technology development. In the future, their battery capacity will be greatly increased. If the existing charging power standard is adopted, the corresponding charging time will also be greatly extended. From the perspective of comprehensively meeting multi-level needs and sustainable development, the power of existing expressway charging piles is too low.

II. Planning and Construction Objectives

1. Guiding ideology

We will thoroughly implement the national energy strategy and the development ideas of industrial structure transformation, focus on the overall deployment of the "Guiding Opinions of the General Office of the State Council on Accelerating the Construction of Electric Vehicle Charging Infrastructure" (Guobanfa [2015] No. 73), "Guidelines for the Development of Electric Vehicle Charging Infrastructure (2015-2020)" (Fagai Nengyuan [2015] No. 1454), and in accordance with the work requirements of the "Guangdong Electric Vehicle Charging Infrastructure Plan (2016-2020)" (Yue Fagai Nengdian [2016] No. 632), based on the level of economic and social development in Guangdong Province and the actual development of new energy vehicles, and in accordance with the overall requirements of "pile stations first, moderately ahead", adhere to the combination of market dominance and government guidance, fully stimulate market vitality, guide all parties to participate in the full participation, orderly promote the construction of inter-city charging infrastructure on expressways in our province, strengthen overall planning, improve policies and measures, innovate development models, and promote technological progress. We will strive to build an inter-city fast charging network for expressways that is moderately ahead of time, has a reasonable layout, complete functions, and is intelligent and efficient.

(II) Planning and construction principles

1. Focus on connection and interconnection

Fully consider the coordination with the national charging facility planning, give priority to the layout of charging networks along nationally planned or already built trunk highways, simultaneously strengthen the layout of charging facilities on provincial trunk highways, and enhance the interconnection of charging facilities between provincial trunk highways and national backbone highways and main channels out of the province.

2. Focus on key points and develop in a differentiated manner

Based on the level of social and economic development in various regions of the province and the actual promotion and application of electric vehicles, we will focus on promoting the construction of charging networks in the Pearl River Delta region to serve the implementation of the Guangdong-Hong Kong-Macao Greater Bay Area and the Guangzhou-Shenzhen Science and Technology Corridor strategy. At the same time, we will accelerate the construction of charging facilities on trunk highways in the east, west and north of Guangdong, and ultimately achieve the interconnection of charging facilities on trunk highways between regions.
