Implementation Rules for Subsidy Funds for Electric Vehicle Charging Facility Construction in Pingtan Comprehensive Experimental Zone (Interim)

In order to accelerate the promotion and demonstration application of electric vehicles and encourage various types of social capital to build electric vehicle charging facilities, this implementation rules are formulated in accordance with the "Fujian Province's 13th Five-Year Plan for Electric Vehicle Charging Infrastructure", "Fujian Province Electric Vehicle Charging Infrastructure Construction Operation Management Interim Measures" (Fujian Government Office [2016] No. 62, hereinafter referred to as the "Operation Management Measures"), "Provincial Economic and Information Commission, Provincial Development and Reform Commission, Provincial Finance Department on Issuing 2016 Provincial New Energy Non-Public Vehicle Promotion and Application and Charging Facility Construction Award and Subsidy Funds" (Fujian Economic and Information Commission, Planning and Finance [2016] No. 439) and other documents.

Article 1 The charging facilities referred to in these Rules refer to charging facility projects newly built in the Experimental Zone after 2016, which comply with the Experimental Zone Charging Infrastructure Construction Plan (hereinafter referred to as the "Construction Plan") and operation service conditions and provide charging and swapping services for electric vehicles.

Article 2 The recipients of subsidies under these rules are enterprises that build and operate public or dedicated charging facilities (including public transportation) in the experimental area and meet the operating service conditions stipulated in the "Operation Management Measures".

Article 3 Conditions for applying for subsidies: Charging facility projects applying for subsidies must comply with the requirements of the "Construction Plan", be registered with the district investment management department, obtain the district industry regulatory department (economic and information department) completion acceptance registration documents, and commit to an operating service time of no less than 3 years.

Article 4 Sources of subsidy funds: Funds used to subsidize charging facility projects mainly come from special funds allocated by the provincial finance department, and the subsidy standards are implemented in accordance with the provincial standards for the construction year.

Article 5 Charging facility construction projects applying for financial subsidies shall meet the following requirements:

1. Standardization. The construction, operation, service, maintenance and management of charging and swapping facilities shall comply with relevant national, provincial and regional technical standards, construction standards, design specifications and management requirements.

2. Open sharing. Sharing of charging and swapping data is realized in accordance with relevant requirements of the country, province and region.

3. Electricity can be measured. Service charges are based on the standards approved by the price department.

Article 6 Application Materials

1. A letter of certification issued by the District Transportation and Construction Bureau or Planning Bureau stating that the project is in compliance with the “Construction Plan”;

2. The original and a copy of the project registration form issued by the District Administrative Approval Bureau;

3. The original and copy of the completion acceptance record document issued by the district industry competent department;

4. Purchase contract and equipment certificate (copy) of the charging equipment; and the construction contract of the entrusted project (if the unit builds the project by itself, the corresponding certificate should be provided);

5. Operation service conditions stipulated in the “Operation Management Measures”;

6. A letter of commitment that the charging facility will be in operation for no less than 3 years;

7. Business license of corporate entity (photocopy, with official seal of the company);

8. Application Form for Financial Subsidy for Charging Infrastructure in Pingtan Comprehensive Experimental Zone (see attached table).

Article 7 Subsidy Fund Distribution Procedure

1. The Development and Reform Office of the District Economic Development Bureau shall issue a notice to the charging facility operators in the district to submit subsidy applications according to the subsidy plan issued by the province;

2. The charging facility construction and operation unit shall collect all the application materials specified in Article 6 and submit them to the Development and Reform Office of the District Economic Development Bureau in accordance with the requirements of the notice;

3. The Development and Reform Office of the District Economic Development Bureau shall review the application materials submitted by the charging facility operator and notify the operator to make corrections if necessary. Failure to provide the materials within the deadline shall be deemed as giving up the subsidy;

4. For the qualified units and the amount of subsidy funds, the Development and Reform Division of the Economic Development Bureau will prepare materials and submit them to the Bureau’s Party Committee Meeting or Bureau Meeting for discussion and research. After approval, it will be formally issued as a document of the Economic Development Bureau.

Article 8 In accordance with the principle of "openness, fairness and justice", the Development and Reform Office of the Economic Development Bureau shall publicize the projects that have received financial subsidies for charging facilities. The publicity period shall not be less than 5 working days, and shall be subject to supervision from all aspects of society. If there are objections to the project during the publicity period, the funds will be temporarily suspended, and the Development and Reform Office of the Economic Development Bureau will organize forces to verify the situation. If no fraud is found, the funds will be allocated normally. If fraud is found, the construction and operation unit will be included in the "blacklist" of bad credit records and will be disqualified from receiving financial subsidies.

Article 9 The construction and operation units of charging facilities shall be responsible for the authenticity of the materials provided, and the credit records of the construction and operation units will serve as an important reference for applying for subsidy funds. The District Transportation and Construction Bureau, Economic Development Bureau, Finance Bureau and other departments shall strengthen the supervision of the construction and operation units of charging facilities. If it is found that false information is provided, the application materials are inconsistent with the actual situation, and the quality, after-sales guarantee, operation time, etc. do not meet the operation management requirements and cause consequences, the applicant unit shall be required to recover the subsidy funds and be ordered to rectify within a time limit, depending on the severity of the circumstances. Those who violate relevant laws shall be held accountable in accordance with the law. Ensure the efficiency of the use of fiscal funds.

Article 10 During the implementation of these detailed rules, if new regulations are issued by superiors, corresponding adjustments shall be made in accordance with the new regulations.
