This issue is the 14th issue in 2017 (the 20th issue in total), with the theme of "Standardized Power Station Management". We invited Stationmaster Zhang from Sanas Hebei Laiyuan as the guest of this issue to share his experience with everyone.

Baoding Laiyuan Photovoltaic Power Station is a mountain power station with a total installed capacity of 20WM. The photovoltaic modules use polycrystalline silicon battery modules with a capacity of 325Wp. They are fixedly installed on the top of the mountain facing the sun. The display area has an inclination of 37 degrees. As of November 1, 2017, the cumulative power generation is 5383560kwh.

Stationmaster Zhang has 12 years of experience in large-scale thermal power companies and is experienced in the power industry. He has led the construction of one 110KV and one 220KV substation. He has a deep understanding of infrastructure, equipment installation and commissioning, and operation and maintenance. He has successfully completed the 20MW grid connection work in Sanas.

Recently, the 19th National Congress of the Communist Party of China has become the focus of attention of the people across the country. The report pointed out that deepening the supply-side structural reform, optimizing the allocation of existing resources, expanding high-quality incremental supply, and achieving a dynamic balance between supply and demand have become urgent needs in the field of new energy. In the field of energy Internet, Sanas has always adhered to reducing costs and increasing profits while ensuring the safety of power station assets, and has made active explorations in this regard. It has become our consensus to be responsible for every penny of the owner and strive to promote the standardization of power station management.
As we all know, the photovoltaic industry is developing rapidly. However, when it comes to power station operation, no matter how big the concept is, it must be implemented in the attention to various small things in the power station. How to make every small thing and every problem in the station have standards, systems, and processes to solve it? This is the significance of carrying out standardization construction, and it is also an indispensable task in each station. In this process, how to establish institutional norms and let the system and norms manage people and things is what every station manager should spend a lot of effort to do.

Sanas attaches great importance to the construction and application of standardization, and has established a complete set of specifications, including 4 major categories, 15 subcategories, and more than 40 theoretical and practical projects, including electrical technology, electrical safety regulations, information-based operation and maintenance management, fault analysis system, electrical operation practice, and emergency rescue practice, strictly controlling every aspect of the operation. Taking Laiyuan Station as an example, now our station has revised the implementation plans for personnel safety management, accident emergency drills, safety tools, fire management, inspection standardization, on-site environmental sign management, and station hygiene in accordance with the company's system, and continuously improved the details based on the actual situation in the station.

1. Personnel safety management ledger——
Highlights: The three-level education ledger promoted by the company requires power stations to conduct safety education at the power station level and team level. We have formulated a seven-day learning plan for new trainees in the station, with one class in the morning and one in the afternoon. After the learning, we will conduct an exam and interview, and formulate personalized development goals according to the learning progress of employees.
2. Fire safety management records
Highlights: Refine the company-level implementation plan, formulate the inspection standards and time for fire extinguishers, the standards and time for emergency drills for fire accidents, the records and distribution maps of fire equipment, and the inspection standards for fire control systems.
3. Accident emergency drills
Highlights: Time is reserved every week to organize the study of accident emergency plans, systematically understand and analyze the causes and solutions of accidents, and put personnel safety in the first place.
4. Safety tools
Highlights: Safety tool learning competitions are held every month, such as competitions on how long the safety belts are used and whether they are worn properly.
5. Two-ticket management
Highlights: Conduct work ticket writing competition and simulate switching operations to ensure real safety implementation.
6. On-site safety management
Highlights: With visual management as the standard, even if the personnel do not understand the equipment, they can operate it according to the on-site prompts, and the equipment and tools are placed reasonably and in accordance with regulations.
7. Vehicle safety management
Highlights: Laiyuan Power Station is located on a high mountain with rugged mountain roads, which requires good driving skills. There is a simulated driving school in the station, where you can hold driving competitions and learn road traffic and car-related knowledge, as well as troubleshooting and emergency response.

How to make so many systems work depends on the execution of everyone in the power station. Without execution, everything is empty talk. In our power station, we hold meetings every week to publicize the company's system, so that everyone is consistent and standardization can be carried out smoothly. This can be said to be half of the success; secondly, we formulate monthly routine work, such as fire equipment inspection on the 1st, photovoltaic inspection on the 2nd to 6th, etc., and then see the effect of each person's execution. In comparison and learning, we improve everyone's execution standards, find out the shortcomings, and create a working atmosphere of comparison, learning, catching up and surpassing. The following are a few brief explanations.
lLearn from the model. The technical level of the on-site implementation personnel is different, and the results of the work are different. We have made a benchmark model in the station, and everyone learns from it, which has achieved good results. For example: when we formulate inspection routes and standards, some people may not pay attention to them. We can conduct daily publicity and implementation through inquiries, inspection of results, and pre-class meetings and weekly meetings.
lHigh standards, repeated drills. If the standards are low during the execution process, the deviation will be large. If the standards are set higher at the beginning, the continuous corrections during the process will be much better. For example: when conducting accident emergency drills, everyone must be able to check equipment, analyze, determine the accident fault point, and isolate it. We first clarify the highest standards and then repeat the drills, which will be more rigorous and less biased.
Plan ahead to reduce processing time.
1. Accident phenomenon inspection. It is necessary to master and learn the principles, operating instructions, meaning of indicator lights, fault recording inspection, and host computer signal inspection of all protection devices in the station, and test and inspect them one by one according to each accident phenomenon, so as to grasp the direction of the accident in the actual accident handling and reduce the accident handling time.
2. Reporting process. Complete the reporting process, including who to report to after an accident, contact information, reporting content, preliminary treatment plan, etc., understand the scope of dispatch jurisdiction, and comprehensively consider the accident to ensure timely and accurate reporting.
3. Fault point inspection and isolation. Fault point inspection must be based on phenomena in order to detect it in a timely and accurate manner. In the early stage of our station, before it was put into production, everyone had to conduct actual operations on the photovoltaic area box transformer, explain the operating essentials, operating methods, and safety precautions of each step, and ensure safety and follow the order without violating the five electrical protections, which greatly improved the operating skills of personnel.
l Explain cases and learn lessons. Study and compare the accident cases of photovoltaic power stations, learn from others' experience and lessons, improve your own level, and do a good job in daily operation and maintenance of equipment.
Adhering to standardized construction is a process of continuous improvement, learning and advancement. There is no best, only better. Although the process seems cumbersome, it lays a solid foundation for the efficient operation of the power station in the future.
