In order to implement the spirit and important instructions of the special meeting on the coordinated planning and innovative development of new energy vehicles chaired by Vice Premier Zhang Gaoli and the symposium on the promotion and application of new energy vehicles chaired by Vice Premier Ma Kai (referred to as the "two sessions"), and in accordance with the arrangements of the Office of the Inter-ministerial Joint Conference on Energy Conservation and New Energy Vehicles, the China Association of Automobile Manufacturers organized a meeting to publicize the spirit of the "two sessions" on August 29, 2017. During the meeting, Qu Guochun, Deputy Director of the Equipment Industry Department of the Ministry of Industry and Information Technology, Zhao Yinong, Deputy Director of the Electricity Department of the National Energy Administration, and Shen Ruigang, Deputy Director of the Energy Department of the Economic Construction Department of the Ministry of Finance, introduced the next work priorities of the competent ministries and commissions, which attracted great attention from all walks of life.

Ministry of Industry and Information Technology: Five key points for promoting the development of new energy vehicles

First, implement the plan

Work with relevant departments to implement the medium- and long-term development plan of the automobile industry, continuously improve the development level of new energy vehicles and intelligent connected vehicles, and enhance the international development capabilities of enterprises.

Second, the "Parallel Management Measures" were issued.

It is necessary to jointly issue the "Parallel Management Measures for Passenger Car Enterprise Average Fuel Consumption and New Energy Vehicle Credits" with the Ministry of Finance, Ministry of Commerce, General Administration of Quality Supervision, Inspection and Quarantine, General Administration of Customs and other departments to establish a long-term mechanism to promote energy conservation and the market development of new energy vehicles. The "Measures" are currently in the process of implementation and will be released in the near future. This "double credits" system is a policy measure for new energy vehicles and the entire automotive industry. After the release, relevant publicity and implementation will be carried out, and some training will be provided on how to operate it specifically. The Ministry of Industry and Information Technology will do a good job in this regard in the near future.

The third is to raise the entry threshold

We will implement the "Regulations on Access Management of New Energy Vehicle Production Enterprises and Products", strengthen safety requirements, raise entry thresholds, and work with the National Development and Reform Commission and other departments to strictly prevent the problem of structural overcapacity in the new energy vehicle industry.

Fourth, promote innovation layout

Accelerate the innovation layout and construction of manufacturing industries in automotive fields such as power batteries and intelligent connected vehicles, strengthen forward-looking research, and form a high-level supply of common technology capabilities as soon as possible.

Fifth, improve the policy, regulations and standards system

Together with relevant departments, we will speed up the study on the continuation of the preferential policy of exempting new energy vehicle purchase tax. We will promote the promulgation of the "Regulations on the Management of Road Motor Vehicle Production", accelerate the establishment of a production consistency supervision system and supervision platform, improve industry standards, and promote the international integration of the relevant standards and regulations system for new energy vehicles. At the same time, we must continue to give full play to the role of the inter-ministerial joint meeting mechanism, follow the instructions of Vice Premier Zhang Gaoli and Vice Premier Ma Kai to do a good job in departmental division of labor, strengthen linkage, study the innovative development policies and measures for new energy vehicles, and create a good environment for industrial development.

Energy Bureau: Four major tasks for the development of charging infrastructure

In the next step, the charging infrastructure should focus on innovative development, aim at standardization, networking, intelligence and high power, accelerate the research and development of advanced technologies, strengthen infrastructure construction, innovate business theories, and strive to solve problems such as insufficient number of charging piles, renovation of old communities, and incompatible charging pile interfaces.

First, accelerate the construction of charging infrastructure

We will continue to focus on the work of "filling in the gaps" in charging infrastructure, continue to organize and implement the construction of residential charging facilities, and improve the efficiency of registration of dedicated charging piles for residents. We will work with the Investment Commission, the State Administration of State Administration and other units to promote related work, urge relevant local departments to play the demonstration and leading role of public institutions and state-owned enterprises, and organize to accelerate the construction of dedicated charging piles within units. At the same time, power grid companies and charging operators must take the initiative to provide basic services such as engineering design and construction for charging pile registration.

Second, innovate business model development and improve the efficiency of existing charging piles

All charging pile operating companies and new energy vehicle rental companies should organize and analyze key areas where public charging piles are used. They should increase support and improve service levels for key and important areas, especially charging stations where online ride-hailing vehicles queue up. The China Association of Automobile Manufacturers and the China Electric Vehicle Charging Infrastructure Promotion Alliance should play the role of a bridge and link, organize operators, new energy taxis, online ride-hailing vehicles and other companies to conduct counterpart connections, improve operational efficiency, and promote the formation of a healthy development trend of vehicles and charging piles going hand in hand.

Third, accelerate the relevant work of promoting interconnection and interoperability

All operators should steadily promote the upgrading and transformation of old equipment in accordance with the requirements, and strive to complete all transformation tasks by the end of this year. Intermediary organizations such as the Charging Alliance should continue to organize charging interoperability experiments. The Charging Alliance should speed up the preparation of related work on identification certification and strive to launch the first batch of pilots in September. In addition, we should actively carry out vehicle-pile interoperability tests, organize charging roaming tests in key cities such as Beijing, Shanghai, and Shenzhen, and start vehicle-pile integration work in due course. Focus on inspecting the interconnection and interoperability of charging facilities.

Fourth, improve the level of industry technology development

Give full play to the role of the alliance and industry leading enterprises, accelerate the integration of peace through data interconnection, information sharing, and resource sharing, carry out "Internet + charging facilities" innovation, promote the establishment of a national network platform for charging facilities with multi-party participation and mutual benefit, provide users with better and more complete charging services, and enhance the value and operation level of the platform. The charging alliance should closely follow the development of high-power charging technology in the world and accelerate the basic research of high-power charging technology in my country.

Ministry of Finance: Four trends in new energy vehicle subsidy policies

First, focus on supporting key technological innovation

In accordance with the requirements of supply-side structural reform, the development of the new energy vehicle industry will continue to be supported from the supply side, which is reflected in strengthening overall planning and improving innovation capabilities, especially in terms of technological research and development innovation. We have always believed that from the perspective of industrial development, as a strategic emerging industry, technological innovation has always been a shortcoming for the new energy vehicle industry, especially the key component of power batteries, which is the heart of the development of the new energy vehicle industry. Therefore, the Ministry of Finance will continue to support technological innovation and research and development. In terms of support policies such as subsidies, we will continue to highlight support for advantageous industries, advantageous products and technological innovation, and will continue to support enterprises that pursue technological innovation and have technological advantages.

Second, the subsidy policy will highlight market orientation

Highlight the decisive role of the market in allocating resources. Judging from the development in recent years, our subsidy policy is effective. However, the long-term implementation of the subsidy policy will not only make the government bear a heavy subsidy burden, but more importantly, it will easily make enterprises suffer from policy dependence and lack the motivation and pressure for technological innovation and research and development and product quality upgrades. The industry is more prone to low-level blind expansion, resulting in unreasonable industrial layout and overcapacity. The current new energy vehicle industry has an oversupply of low-end products and insufficient supply of high-end products. Therefore, the subsidy policy will highlight the decisive role of the market in allocating resources, highlight market orientation, rationally guide investment, promote the development of the new energy vehicle industry on the basis of high performance and high level, create a spirit of craftsmanship of excellence, focus on improving the quality of supply, and urge enterprises to launch higher quality and higher level products.
