China Energy Storage Network News: Recently, the National Energy Administration held an enlarged meeting of the Party Committee to review General Secretary Xi Jinping’s important speech at the sixth meeting of the Central Financial and Economic Leading Group and put forward seven directions for the next step in implementing the energy revolution strategy.
On June 13, 2014, General Secretary Xi Jinping delivered an important speech at the sixth meeting of the Central Financial and Economic Leading Group, proposing major strategic ideas such as promoting energy consumption revolution, energy supply revolution, energy technology revolution, energy system revolution and strengthening international cooperation in all aspects.
Nur Bekri, deputy director of the National Development and Reform Commission and director of the National Energy Administration, said that the sixth meeting of the Central Financial and Economic Leading Group pointed out that the strategic thinking of energy revolution has for the first time elevated energy development to the strategic height of revolution, forming a "Chinese solution" to resolve energy resource and environmental constraints, promote sustainable development of mankind, and build a community with a shared future for mankind.
In this regard, Chai Qimin, director of the International Cooperation Department of the National Center for Climate Change Strategy Research and International Cooperation, analyzed to the 21st Century Business Herald reporter that the biggest challenge among the five energy revolutions is the institutional revolution, which is also the main direction for the National Energy Administration to overcome difficulties in the next step.
Chai Qimin believes that the seven areas of work this time are all major strategic issues, new trend issues, and stubborn problems that are often discussed but often go unresolved. The ideas are clear and the direction is definite.
How will energy be transformed in 2050?
Among the seven directions of future energy work, Nur Bekri proposed that the first is to study and formulate a roadmap for energy transformation in 2050, clarify important time nodes, phased goals and specific paths.
According to the "Energy Production and Consumption Revolution Strategy (2016-2030)" previously issued by the National Development and Reform Commission and the National Energy Administration, by 2020, the total energy consumption will be controlled within 5 billion tons of standard coal, the proportion of coal consumption will be further reduced, clean energy will become the main source of energy growth, and non-fossil energy will account for 15%; carbon dioxide emissions per unit of GDP will be reduced by 18% compared with 2015.
By 2030, total energy consumption will be controlled within 6 billion tons of standard coal, non-fossil energy will account for about 20% of total energy consumption, natural gas will account for about 15%, and new energy demand will be mainly met by clean energy; carbon dioxide emissions per unit of GDP will be reduced by 60%-65% compared with 2005.
By 2050, non-fossil energy consumption will account for 50%. Chai Qimin believes that this goal is much higher than the academic community's suggestions.
On June 9, the results of a major consulting project released by the Chinese Academy of Engineering, “Strategic Research on Promoting a Revolution in Energy Production and Consumption (Phase I)”, showed that by 2050, the proportion of non-fossil energy consumption will be only 30%.
Chai Qimin analyzed that by comparison, it can be found that the Chinese government's energy transformation efforts are greater than those of the academic research community and its attitude is more resolute. It is foreseeable that China's energy transformation will also face great challenges.
Nur Bekri said that the second important task is to thoroughly implement the binding targets, reform measures and major projects of the 13th Five-Year Plan for energy development, and start the mid-term evaluation and research work as soon as possible.
Lin Boqiang, director of the China Energy Research Institute of Xiamen University, analyzed to the 21st Century Business Herald that the core issue in the 2050 energy transformation roadmap is how to reduce the proportion of coal consumption and improve the cleanliness and low-carbonization of China's energy structure.
Nur Bekri revealed that a number of opinions on promoting supply-side structural reforms to prevent and resolve the risks of excess coal-fired power capacity will be issued in the near future, and the installed capacity of coal-fired power will be resolutely controlled within 1.1 billion kilowatts in 2020.
Energy Internet roadmap will be drafted
According to the arrangement of the National Energy Administration, the country will accelerate the release of the "Northern Winter Clean Heating Plan (2017-2021)" in the next step, focusing on solving prominent problems such as the "last mile" of gas and electricity use that restrict clean heating.
The 21st Century Business Herald learned that the National Energy Administration has issued a document requiring the Development and Reform Commissions (Energy Bureaus) of Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Shandong, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang, Henan and other provinces (autonomous regions and municipalities), and the Development and Reform Commission (Energy Bureau) of the Xinjiang Production and Construction Corps to organize the preparation of implementation plans for clean heating with renewable energy, and submit them in writing to the National Energy Administration before July 10 this year, and focus on determining the renewable energy clean heating projects to be launched this year.
Nur Bekri revealed that the National Energy Administration will study and draft the "Action Plan to Promote the Development of Energy Internet" to further clarify the connotation, development roadmap and key implementation measures of the energy Internet.
Chai Qimin said that the energy Internet is very popular in the market and has huge room for imagination. Although the "Guiding Opinions on Promoting the Development of "Internet +" Smart Energy" has been issued before, the connotation of the energy Internet is still a bit confusing, and there is also controversy over which route to take. It is very necessary to further clarify it in the action plan, explore it step by step, and get to the bottom of it.
According to research by Accenture Consulting, thanks to the rapid development of IT/OT technologies, the energy internet has taken shape and is evolving into new business forms. By 2020, the total market size of China's energy internet will exceed US$940 billion, and energy internet will account for about 7% of China's GDP.
In addition, Nur Bekri said that the reform of the electricity, oil and gas systems will continue to be deepened to release the dividends of reform to a greater extent; relying on the "Belt and Road" international cooperation, the international energy cooperation will be deepened in all aspects around the acquisition of international resources, infrastructure connectivity, and improvement of international energy governance.
