China Energy Storage Network News: On June 1, at the international seminar "Strengthening Energy Conservation and Management, Promoting Green Consumption" guided by the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission and the International Cooperation Department of the National Standardization Administration, hosted by the China National Institute of Standardization and co-organized by ENN Group, Dr. Liu Meng from the Resources and Environment Branch of the China National Institute of Standardization introduced that in recent years, the country has attached great importance to the energy revolution and issued a number of policy documents to support the new energy industry model with multiple energy inputs and multiple energy outputs, but there are only administrative documents and no standard specifications to support it. "Now regional energy projects across the country are blooming everywhere, which in itself shows that the business opportunities in this field are very large and enterprises are very active. However, like all industries, when this industry is booming, everyone rushes in together. However, in this process, if there is no early intervention of technical standards and specifications, lack of systematic technical guidance and supportive policies, it will be difficult to replicate and promote on a large scale, and it will not play the role of supporting the superior and eliminating the inferior."

Liu Meng introduced that regional energy-related standards are developing rapidly internationally, especially international organizations such as IEC and IEEE, which have formulated a number of international standards for distributed energy. In addition, countries such as Europe, the United States, Japan and other countries have also formulated some standards. At present, the standards mainly focus on overall system requirements, design operations, grid connection standards and other related aspects.

The development of relevant domestic standards is relatively lagging behind. Currently, there are mainly the following standards: First, GB/T 1028-2000 provides industrial waste heat terms, classification, grades and waste heat resource calculation methods; second, GB/T 33757.1-2007, which was just released in May this year, mainly targets the energy saving rate of distributed cooling, heating and power energy systems. "Because distributed or regional energy systems have multiple energy inputs and multiple energy outputs at the same time, there are differences in energy quality. It is unscientific to use conventional single energy systems such as power supply and heating to evaluate such multi-energy systems. Whether the regional energy system is economically reasonable requires a set of evaluation methods. The energy saving rate solves two problems: one is to provide a set of evaluation methods; the other is to provide a grading standard for the energy saving rate of new or existing projects, and to provide specific solutions in both qualitative and quantitative aspects." Liu Meng said.

In addition, my country also has CJJ145-2010 Technical Specifications for Gas-fired Combined Cooling, Heating and Power Generation Projects. In terms of distributed power grid connection, there are some specifications, such as NB/T 33010-2014 Distributed Power Grid Access Operation Control Specifications, NB/T 33011-2014 Distributed Power Grid Access Testing Technical Specifications, and NB/T 33012-2014 Distributed Power Grid Access Monitoring System Function Specifications.

Liu Meng introduced that in the future, the China National Institute of Standardization will accelerate related work on the regional energy standard system. At present, the research framework of the standard has been sorted out, including standard subsystems such as basic commonalities, planning, design, engineering construction, technical products, operation, analysis and evaluation of regional energy, and will eventually create a closed-loop energy standard system.

Liu Meng said that distributed systems in regional energy, utilization of waste heat and waste energy, and regional energy Internet will be the key areas for the formulation of standards in the future. The standards that have been submitted for approval include "Technical Conditions for Distributed Combined Cooling, Heat and Power Systems Part 1: Refrigeration Unit" and "Technical Conditions for Distributed Combined Cooling, Heat and Power Systems Part 2: Power Unit". The standards submitted for review include "Industrial Waste Energy Resource Evaluation Methods". The standards under research include "Design Guidelines for Distributed Combined Cooling, Heat and Power Systems", "Guidelines for Cascade Comprehensive Utilization of Industrial Waste Heat", "Technical Guidelines for Industrial Low-grade Waste Heat Central Heating Systems", "General Technical Specifications for Low-temperature Geothermal Energy Utilization", "Ubiquitous Energy Network Terminology", and "Overall Functional Process Requirements for Collaborative Control of Ubiquitous Energy Network".

Liu Meng said that in the future, the research on national standards for regional energy will be accelerated, and the standards will be improved and upgraded based on the results and feedback of relevant demonstration applications. On this basis, suggestions on regional energy standardization will be put forward to relevant competent departments, and international standardization activities will be actively participated in. Through technical platforms such as ISO/TC 301 "Energy Management and Energy Conservation" Standardization Committee, based on my country's existing international standardization foundation, as well as the research foundation of related projects and my country's regional energy standardization research results, we will actively promote and participate in the research and development and application of regional energy-related international standards.

It is understood that as a leading company in the energy Internet of Things, ENN is cooperating with the country to establish a pan-energy network standard system. Based on the standardization of the entire life cycle of comprehensive energy, it will form unified standards at three levels: facility access and microgrid interconnection, data interface and transmission, and Internet of Things platform and services, to promote the expansion of the ecological system.
