Recently, the only titanium enterprise in our province, after many rounds of consultations and negotiations, finally defeated many domestic competitors and won a contract to produce 6,000 tons of sponge titanium and pure titanium ingots from Western Metal Materials Co., Ltd., winning 10% of the market share of the national titanium smelting and casting industry in 2017, and achieving a good start for our province's new material "100-day assault" campaign.

New materials industry sets sail

New materials are the industrial foundation for the transformation and upgrading of the entire manufacturing industry in our province. Accelerating the development of the new materials industry is a key measure for our province to implement the "four transformations" and adhere to the concept of ecological protection priority to coordinate and promote economic and social development. With the advantages of our province's rich non-ferrous metal resources, salt lake chemicals, hydropower resources, and electrolytic aluminum production, our province is striving to achieve the transformation from a "resource-rich province" to a "powerful industry province", and the construction of Qinghai's 100 billion yuan new materials industry base has set sail.

Since the 12th Five-Year Plan, the new materials industry in our province has maintained rapid development, with the output value increasing from 10.6 billion yuan in 2011 to 37.9 billion yuan in 2015. A new lithium battery material industry has been formed based on the development of lithium resources in salt lakes; a new alloy material industry based on metals such as aluminum, magnesium, titanium, and copper; a new optoelectronic material industry based on technological breakthroughs in electronic-grade high-purity alumina; a new chemical material industry based on the comprehensive utilization of salt lake resources; and a photovoltaic manufacturing and electronic information new material industry based on the manufacture of crystalline silicon and optical fiber preforms.

The 100 billion lithium battery industry chain is gradually taking shape

In the lithium battery industry, taking advantage of the rapid development of new materials, a leap from nothing to something has been achieved. At present, our province has initially built a lithium battery industry chain of salt lake lithium extraction-positive/negative electrode materials, electrolytes/electrolyte-lithium batteries, and formed corresponding supporting industries, laying the foundation for the realization of a 100 billion yuan lithium battery industry base in Qinghai Province.

According to the Qinghai 100 billion yuan lithium battery industry development plan, by 2020, Qinghai's lithium battery industry investment is planned to reach 70 billion yuan, and the output value will reach more than 78 billion yuan. By 2025, Qinghai's lithium battery industry investment is planned to reach 160 billion yuan, and the output value will reach more than 180 billion yuan.

Achieve a good start in industrial production

This year is a critical stage for our province to achieve the development of the new materials industry during the "13th Five-Year Plan" period. The Provincial Economic and Information Commission fully implemented the provincial government's "100-day tough battle" action plan, and achieved a "good start" in four aspects: strengthening factor guarantees, optimizing the policy environment, highlighting project-driven development, and promoting quality and efficiency. Through efforts, the province's industrial added value above designated size increased by 7.9% in January and February, creating the best start in the past three years.

At the same time, in February this year, Qinghai's new energy materials lithium battery positive electrode materials were officially shipped to Japan, going out of the country for the first time; in March, Qinghai Titanium Industry won a contract to produce 6,000 tons of sponge titanium and pure titanium ingots, winning 10% of the market share of the national titanium smelting industry in 2017... These achievements indicate that the new materials industry with our province's unique resources is leading the development of the province's industrial industries and has laid a good "first battle" for this year's economic operation.

Gathering new momentum for transformation and upgrading

In the next step, our province will take the five development concepts of "innovation, coordination, green, openness and sharing" as the thinking, firmly grasp the strategic layout of "four comprehensives", based on the existing resources and industries, with innovation-driven as the main line, and strive to optimize the spatial layout, improve the industrial chain, break through key technologies, and enhance innovation capabilities, and build a new material industry system with lithium batteries, metal alloys, optoelectronics, new chemicals, photovoltaic manufacturing and electronic information as the five major sectors. Focus on the development of five new material industry sectors such as lithium batteries, metal alloys, optoelectronics, new chemicals, photovoltaic manufacturing and electronic information; build more than 20 national and provincial engineering research centers, engineering laboratories (centers), enterprise technology centers and other scientific and technological innovation platforms, the total number of patent applications will reach 1,000, and the independent innovation capability will reach a new level. Strive to achieve an output value of 80 billion yuan in 2017, an output value of more than 150 billion yuan in 2020, and build a new material industry base of 100 billion yuan. (Zhang Guojing)
