China Energy Storage Network News : On March 16, with the closing of the fourth session of the 12th National People's Congress, the 2016 National People's Congress officially came to an end. At this year's two sessions, jointly promoting the construction of a global energy internet became one of the hot topics of concern to representatives and committee members.
Draw a new blueprint and open up a new path
On March 3, Liu Zhenya, member of the National Committee of the Chinese People's Political Consultative Conference, Chairman and Party Secretary of the State Grid Corporation, published a signed article on the front page of the People's Political Consultative Conference Daily titled "Jointly Promote the Construction of a Global Energy Internet". The article pointed out that on September 26, 2015, President Xi Jinping announced at the United Nations Development Summit that "China proposed to explore the construction of a global energy Internet and promote the use of clean and green methods to meet global electricity demand", which has drawn a new blueprint for the green and low-carbon development of world energy, opened up a new path for addressing climate change, and demonstrated China's wisdom and responsibility to the world. Deeply implementing President Xi Jinping's important initiative and building a global energy Internet is a concrete practice of implementing the five development concepts of innovation, coordination, greenness, openness and sharing, a strategic measure to promote the construction of the "Belt and Road", and the only way to promote the comprehensive, coordinated and sustainable development of the economy, society and ecological environment.
On March 10, Liu Zhenya made a speech at the second plenary session of the 12th National Committee of the Chinese People's Political Consultative Conference. He emphasized that the global energy internet is a strong smart grid with UHV grid as the backbone and global interconnection. It is the basic platform for the large-scale development, allocation and utilization of clean energy on a global scale. In essence, it is "UHV grid + smart grid + clean energy". The UHV grid is the key, the smart grid is the foundation, and clean energy is the root. my country's energy internet is an important part of the global energy internet. The conditions for building a global energy internet are in place. There has been a warm response and widespread support at home and abroad. my country's UHV transmission technology is advanced and mature. The economic efficiency of wind power and solar power generation is constantly improving, and it is expected that the competitiveness will exceed fossil energy by 2025. It is suggested to accelerate the construction of my country's energy internet, promote the construction of the global energy internet, include it in the national strategic priorities of the "13th Five-Year Plan" and "14th Five-Year Plan", and vigorously promote and accelerate its development.
Do a good job in "top-level design" to support leading enterprises
On March 5, National People's Congress deputy and Nankai University President Gong Ke said that President Xi Jinping proposed at the United Nations Development Summit to build a global energy internet and promote clean and green ways to meet global electricity demand. This is another "Chinese export" in energy development strategy after the "Belt and Road Initiative", and it has quickly formed a broad consensus around the world.
Gong Ke suggested that the implementation opinions on building a global energy internet should be formulated and issued at the national level as soon as possible, and the top-level design should be done well. Strengthen the support and guidance for domestic leading enterprises, support these enterprises to export technical standards and management standards into "world standards" and seize the commanding heights of world energy development; incorporate the development of ultra-high voltage into the national "13th Five-Year Plan" energy and power planning, first accelerate energy interconnection and optimization configuration across the country, and especially make unified deployment of smart grid construction. At the same time, actively carry out research and implementation of policies related to electric energy substitution to reduce dependence on fossil energy; it is recommended to use super-large urban power grids as an important hub to support the implementation of the global energy internet. Consider creating a global energy internet concept promotion demonstration zone, a global energy internet equipment R&D, manufacturing and export demonstration zone, and a clean energy multi-level consumption demonstration zone in Tianjin, a super-large city with excellent location, good foundation and rapid development.
On March 14, Li Jiajun, deputy to the National People's Congress and president of Tianjin University, told the media that my country has basically met the conditions and foundations to lead the promotion of the global energy internet. From a strategic perspective, the concept of the global energy internet is highly consistent with the "Belt and Road" strategy, and will provide strong support for the "Belt and Road" in terms of interconnection, energy security, and economic and trade exchanges. The implementation of the "Belt and Road" strategy will give the global energy internet national strength. From a practical perspective, after more than ten years of development, Tianjin University and other universities have joined hands with the State Grid Corporation of China to achieve "China's creation" and "China's leadership" in the fields of ultra-high voltage and smart grids; in terms of clean energy development and utilization, my country has the world's largest clean energy installed capacity power grid, which has enabled the global energy internet to have a cross-border and cross-regional practical foundation.
Accelerate interconnection and promote intra-continental connectivity
Zhang Ning, member of the National Committee of the Chinese People's Political Consultative Conference and director of the General Office of the State Grid Corporation of China, believes that in terms of key technologies supporting the construction of the global energy Internet, my country's independently innovated UHV technology has achieved "China's creation" and "China's leadership", and its smart grid construction is at the forefront of the world. Its wind power and photovoltaic power generation installed capacity and production capacity are both ranked first in the world. It has favorable conditions to lead the development of the global energy Internet and needs to seize the opportunity and accelerate its advancement. The construction of the global energy Internet will meet the global energy demand with clean and green methods through the "UHV grid + smart grid + clean energy" approach. By building the global energy Internet, the proportion of clean energy in the world can be increased to about 80% by 2050, becoming the dominant energy.
On March 5, Wang Shuxiang, member of the National Committee of the Chinese People's Political Consultative Conference, deputy chief economist of State Grid Corporation of China, and director of the Southwest Branch of State Grid Corporation of China, said in an exclusive interview with our reporter that as an important part of the global energy internet, the key to China's energy internet is to accelerate the construction of the UHV backbone grid and form a synchronous power grid in the east and west by 2020. The Southwest Power Grid is the foundation for building the Western Power Grid. The construction of the Southwest Power Grid will help promote the centralized development and consumption of clean energy in the southwest; it will help promote interconnection with the Northwest Power Grid, complementary resource transmission, and form a stronger Western power grid with a larger capacity; it will help achieve a larger range of clean energy optimization configuration patterns of west-to-east power transmission, water-fire mutual assistance, and wind-solar complementary. In addition, in the long term, the terrain can be used to interconnect with neighboring countries such as Pakistan, India, Myanmar, and Nepal to promote intra-continental interconnection.
