China Electric Power News: What issues are you concerned about at this year's Two Sessions?
Shan Yecai: my country is the world's largest energy consumer and emitter, and building China's energy internet is a key link in implementing the global energy internet strategy. my country's energy resources and energy demand are inversely distributed, with more than 80% of coal, hydropower, wind power and solar energy resources distributed in the western and northern regions, and more than 70% of energy consumption concentrated in the eastern and central regions.
Take Jiangsu Province as an example. In 2014, the total energy consumption in the province was 320 million tons of standard coal, and the primary energy produced in the province was less than 30 million tons of standard coal. It is estimated that by 2020, the energy consumption demand in the province will reach 410 million tons of standard coal. It is urgent to build a UHV power grid and introduce a larger scale of external electricity. Accelerating the construction of China's energy Internet and then comprehensively promoting the construction of the global energy Internet is the best technical solution to achieve large-scale optimization of energy allocation, which will effectively ensure the safe and sustainable supply of energy. In recent years, Jiangsu has actively promoted the development of new energy, and the energy structure has improved to a certain extent, but the total consumption of fossil energy is still at a high level. Building an energy Internet dominated by the transmission of clean energy is an effective way to control air pollution at the source.
China Electric Power News: Do we have a good technical foundation for building a global energy Internet?
Shan Yecai: Building a global energy internet has the potential for resources and has attracted widespread attention, and it already has a good technical foundation. According to estimates, global hydropower resources exceed 5 billion kilowatts, and land wind and solar resources exceed 1 trillion kilowatts and 100 trillion kilowatts respectively. Only developing 0.5% of clean energy can meet the energy needs of all mankind. The global energy internet can effectively utilize the complementarity of power loads on various continents to adjust peaks and valleys across continents based on the time difference between continents and the seasonal difference between the northern and southern hemispheres, and comprehensively optimize the allocation of renewable energy around the world.
Ultra-high voltage power grid is the world's most advanced power transmission technology and the key to building a global energy Internet.
At present, my country has fully mastered the core technology of UHV AC and DC transmission and the manufacturing capacity of key equipment, and has built seven UHV lines of "three AC and four DC" and maintained safe operation. From a technical point of view, there are good basic conditions for building a global energy Internet.
China Electric Power News: What suggestions do you have in this regard?
Shan Yecai: I think that on the one hand, we should accelerate the construction of China's energy internet and play a leading role in building a global energy internet. It is recommended that the state make overall plans and formulate and issue a phased implementation plan for the construction of China's energy internet as soon as possible to achieve the optimal allocation of environment and resources across the country. On the other hand, we should build a large-scale provincial ubiquitous smart grid, integrate it into the national energy internet, and implement the "two substitutions", which are of great practical significance to safeguard the economic construction of Jiangsu Province and improve the ecological environment.
At the same time, it is recommended to fully consider the actual situation of tight energy and power supply and limited environmental space in Jiangsu Province, and plan and construct the Jiangsu UHV AC North Ring Network (Nanjing-Xuzhou-Lianyungang-Taizhou) project and the ±800 kV Longbin-Jiangsu UHV DC project during the 13th Five-Year Plan period to further enhance the Jiangsu power grid's ability to accept electricity from outside the region and its internal power exchange capabilities, and effectively promote changes in Jiangsu's energy production and consumption methods.
