Energy Internet plan expected to be implemented in January

A reporter from Shanghai Securities News learned from an informed source that the "Energy Internet Action Plan" that the market is concerned about has been submitted for review. The final file name may be changed to "Energy Internet Action Guidance Opinions", which is expected to be released as early as this month. The "Guidance Opinions" uses "Internet +" as a means to build an open and shared ecological system for the energy Internet. Related listed companies are also actively looking for business models closely related to their main businesses, such as electricity sales, distributed energy, and electric vehicle operations.

According to the information previously learned by the reporter, the National Energy Administration organized an energy internet seminar on November 12, 2015, and solicited opinions from relevant companies on the "Guiding Opinions on Promoting the "Internet +" Smart Energy (600869, Stock Bar) (Energy Internet) Action" (discussion draft). Participating companies included Sungrow Power Supply (300274, Stock Bar), Beijing Enterprises Clean Energy, Jiangshan Holdings, etc. Prior to this, the discussion draft also solicited opinions from industry experts. According to people familiar with the matter, the Energy Administration proposed in the revised opinions that in conjunction with the goal of "China's initiative to explore the construction of a global energy internet", the guidelines should also provide a roadmap for this part.

In July 2015, the State Council issued the Guiding Opinions on Actively Promoting the "Internet Plus" Action. The National Energy Administration launched the preparation of the Energy Internet Action Plan in April this year, and formally determined the "Energy Internet Action Plan Outline" and 12 supporting topics in June. The industry had expected that the plan would be released before the end of 2015 at the earliest. As the competent department of Internet infrastructure, the Ministry of Industry and Information Technology promoted the issuance of guiding documents on "Internet Plus" in various industries in 2015, and formulated a three-year action plan for "Internet Plus". In 2016, it will continue to "deepen the innovative development of the 'Internet Plus' manufacturing industry, and guide the preparation of a roadmap for the integration of the Internet and manufacturing industry."

Cao Yin, chief analyst of energy internet at Cinda Securities, said that the framework of the "Energy Internet Action" includes electric vehicles, smart grids, distributed energy, renewable energy, etc., focusing on intelligent innovation in the fields of energy distribution and consumption, and highlighting application scenarios to promote the Internetization of energy consumption. In fact, this is also the application model of the energy internet that the relevant listed companies are actively transforming, including providing electricity sales business, comprehensive energy management, electric vehicle operation service providers, etc.

The reporter of Shanghai Securities News saw in the "Guiding Opinions (Discussion Draft)" that the key tasks of the energy internet are to strengthen the construction of energy internet infrastructure, build energy intelligent production and consumption facilities, multi-energy coordinated integrated energy networks and energy interconnection information infrastructure. With "Internet +" as a means, build an open and shared ecological system of the energy internet, establish a new energy market trading system and commercial operation platform, develop energy storage and electric vehicle applications, smart applications and value-added services, and flexible interaction of green energy.

Zeng Ming, head of the Energy Internet Action Plan Project Preparatory Group and professor at North China Electric Power University, said, "The country is studying the plans and actions of the Energy Internet with a problem-oriented approach. This includes the transformation of primary energy, how to generate, transmit, distribute and use secondary energy, how to improve electricity efficiency while achieving energy conservation and emission reduction, as well as energy security and demand fluctuations. The Internet technology will be used to ultimately achieve energy interconnection, equality, openness and sharing."

The Guiding Opinions further clarified that the Energy Internet Action will be promoted in two phases in the near and medium term, first pilot and then promotion. From 2016 to 2018, the pilot demonstration of the Energy Internet will be promoted, a number of major key technologies and core equipment will be conquered; the technical standards of the Energy Internet will be initially established; a number of energy finance and third-party comprehensive energy services will be spawned, and new market players of the Energy Internet will be cultivated; from 2019 to 2025, the Energy Internet industry system will be formed; an open and shared Energy Internet ecological environment will be built, and the proportion of renewable energy will be increased.

At present, the contradiction of overcapacity of traditional energy in my country is constantly intensifying. Coal may face a long-term overcapacity situation, and the signs of overcapacity of electricity are becoming more and more obvious. The utilization rate of refining capacity is less than 70%. Under the conditions of tightening resource constraints and environmental constraints, my country's energy development must aim at green and low-carbon during the "13th Five-Year Plan" period. In 2016, we will strive to eliminate 60 million tons of backward coal production capacity, suspend the approval of new coal mine projects in the next three years, and steadily promote a number of coastal nuclear power projects. We will strive to achieve more than 20 million kilowatts of new wind power installed capacity and more than 15 million kilowatts of new photovoltaic power generation installed capacity.
