On October 5, 2012, the International Electrotechnical Commission (IEC) Board of Directors held an expanded meeting at the Norwegian National Conference Center. Nearly 300 experts, including IEC Chairman, Vice Chairman, Secretary General and other senior officials, as well as chairmen and representatives of IEC National Committees, attended the meeting. During the meeting, IEC officially released the white paper "Grid Connection of Large-Capacity Renewable Energy and Large-Capacity Energy Storage to the Grid". The Chinese representative introduced the background, formulation process, main conclusions and recommendations of the white paper to the experts attending the meeting.

The white paper was project led by Shu Yinbiao, convener of the IEC Market Strategy Bureau and deputy general manager of State Grid Corporation of China. Experts from China, Germany, Switzerland, the United States, Japan, Italy and other countries participated in the writing of the white paper.

As the main way to develop smart grids and improve power efficiency in the future, large-scale renewable energy access and energy storage technology have received extensive attention internationally. The white paper "Large-capacity renewable energy grid connection and large-capacity energy storage grid connection" mainly discusses the application status and future development of large-capacity renewable energy grid connection represented by wind power generation and solar power generation and large-capacity energy storage, analyzes the adaptability of existing standards and future development plans, and provides action references and guidelines for IEC and its global partners.

The white paper is divided into 7 chapters: Chapter 1 is the introduction; Chapter 2 describes the driving force, current status, future and challenges of grid access for the development of renewable energy power generation worldwide; Chapter 3 describes the technical status of grid access for renewable energy power generation from three aspects: renewable energy power generation technology itself, transmission technology and grid operation technology and practice; Chapter 4 summarizes the solutions and technical requirements for supporting more renewable energy access to the grid in the future from five aspects: improving the grid friendliness of renewable energy power generation, improving the flexibility of traditional power sources, expanding and strengthening the transmission network, improving the grid operation level and developing the application potential of demand response, which is the core of the book; Chapter 5 describes the role of large-capacity energy storage in supporting large-capacity renewable energy access to the grid and related technical requirements from the perspective of time and space; Chapter 6 describes the current status and future needs of standards related to renewable energy access to the grid; Chapter 7 summarizes the book and puts forward action recommendations for relevant policymakers and regulators, power companies and academia, and IEC technical committees.

While taking into account the global context, the white paper highlights the research and practical work carried out by State Grid Corporation of China in recent years in the areas of new energy access and energy storage, reflecting the social responsibility of a large international company in developing new energy and promoting energy conservation and emission reduction.
