But there are electronic engineers everywhere, and those who have something to do with electronics are also called "engineers", and most of them are software engineers, who actually work on both hardware and software, but they are more inclined to software.

This is related to the current "national conditions". Because in China, hardware is really not important, "development" is actually "copying", but hardware can be copied, while copying software is troublesome, so a large number of "software engineers" are needed to write software based on existing hardware.
