Resolutely shut down small businesses to eliminate the root cause of pollution

As for the pollution in the production link, Wang Jingzhong said: "The current source of pollution in the production link is mainly concentrated in small enterprises without production licenses and any environmental protection facilities, so we must resolutely cut off these small enterprises. What the reporter saw and heard during this visit and investigation was that some small enterprises did not have self-discipline and some government functional departments did not have adequate supervision for the temporary local economic development, which caused the impact on the environment, but it was not as terrible as the rumors said. Fortunately, during this investigation and visit, when the reporter contacted most of the relevant leaders of enterprises, governments and development zones, most of them were basically able to actively cooperate and had a high level of environmental protection legal awareness. In particular, the state has increased accountability in environmental protection. On the basis of implementing the one-vote veto system for environmental protection, the previous single administrative penalty has added a clause to hold the main responsible person accountable for legal liability, which fully demonstrates the country's high attention to environmental issues.
In addition, industry associations, the Ministry of Environmental Protection and relevant functional departments will also take corresponding measures based on the investigation organized at the beginning of this year to eliminate small enterprises with poor economic strength, low production capacity, no hope of pollution control and some incomplete environmental protection procedures, and actively encourage large and powerful backbone enterprises to acquire those small enterprises that do not have environmental protection qualifications and cannot meet environmental protection standards through mergers and reorganizations. In this way, on the one hand, it can help enterprises develop battery technology and strengthen China's manufacturing industry; on the other hand, the most important thing is that it can effectively control and reduce environmental pressure and actively prevent lead dust, lead smoke and other environmental pollution caused by the surrounding production plants; thirdly, with the rise and development of this industry, it can not only effectively promote the improvement and transformation of China's manufacturing equipment industry and promote industrial upgrading, but also effectively drive the overall and healthy development of related industries; at the same time, with the rapid development of related industries, it has also created employment opportunities and conditions for China's landless farmers and urban residents, and injected vitality into the development of the local economy.
The government and enterprises "two-pronged approach" production pollution can be prevented and controlled
The pollution in the production process of lead-acid batteries is mainly caused by: First, the production technology and equipment are backward. Second, the quality of workers is generally low. Most workers have no awareness of environmental protection, and even no awareness of their own health protection. When the reporter interviewed in Sihong, several bosses of medium-sized and large enterprises talked about forcing workers to pay attention to their own health protection and forcing workers to wear necessary protective equipment (such as dust masks, dust-proof clothing, etc.) when working. If there is a violation, a fine will be imposed. Third, the environmental self-discipline and responsibility of enterprise leaders are not strong. Fourth, the government's supervision is ineffective.
During an interview at the Tianying Circular Economy Industrial Zone in Jieshou, Anhui, the reporter often heard the phrase "Environmental protection is life. If environmental protection is not done well, life will be gone, and what can we produce?" This is a sentence said by the local municipal party secretary. Indeed, after visiting the park, we saw that not only the government and park leaders attach importance to environmental protection, but also the environmental awareness of the bosses of enterprises in the zone is very strong. Zhu Yuliang, chairman of Anhui Zhongneng Power Supply Co., Ltd., has been engaged in this industry for more than 20 years. When asked whether the pollution problem of this industry can be effectively controlled, his answer is affirmative. First of all, production enterprises must conscientiously implement the national environmental protection laws, regulations and local policies and systems, strengthen their own management, and truly assume environmental protection responsibilities; secondly, they must continue to innovate, improve the technical level of manufacturing equipment, continuously absorb foreign advanced technologies, and improve and eliminate backward production equipment, facilities and environmental protection devices; finally, the society, the masses, the government and functional departments at all levels must increase management, supervision and punishment, education and guidance, and truly implement environmental protection. Lead pollution can definitely be prevented and controlled.
In fact, these environmental problems can be solved as long as the government and relevant functional departments strengthen supervision and regulation, and enterprises can consciously abide by the relevant laws, regulations and policies of the country and the industry, and take the initiative to assume environmental and occupational health responsibilities. The pollution problems existing in the production of lead-acid batteries can be completely prevented and controlled if the government and enterprises actively cooperate in publicity and take a two-pronged approach, and the functional departments seriously strengthen supervision.
Wang Jingzhong said that the healthy development of an industry requires the understanding and support of the society, which creates conditions for social stability and harmony, because so far, lead-acid batteries cannot be eliminated from people's lives and many related application fields such as industry, communications, automobiles, and military. Therefore, for environmental issues, the only way to achieve the national goals and requirements is through strict supervision and control by the government, functional departments, and society, and strengthening the strict education and management of enterprises themselves.
At present, the lead-acid battery industry is still developing in the United States. The difference is that they have fewer production enterprises, but high production capacity and large scale. The total amount of products produced by more than 30 battery production enterprises is higher than the total amount produced by more than 2,000 large and small production enterprises in China. Recently, the industry in the United States has been effectively controlled due to pollution problems, coupled with strict government management, and has no longer been included in the list of heavily polluting industries. It is also reported that in mid-2010, the Shenzhen Municipal Health and Disease Control Center conducted a spot check on lead pollution and excessive blood lead. The results showed that more than 60% of people had this problem. The reason may be due to automobile exhaust, air and people's daily contact with lead-containing products. Therefore, Wang Jingzhong believes that objectively speaking, we cannot blame battery manufacturers for excessive blood lead in the people. This is not a matter for one enterprise, one industry or one government. It can be said that this is an unavoidable reality when the economy, industry and other related industries develop to a certain stage. In the final analysis, the rise and development of any industry will have problems of one kind or another. The conclusion lies in how to look at it scientifically, and how society and relevant departments can strengthen supervision and provide better service and guidance, so that every industry can truly benefit mankind while not affecting the environment or having a very small impact on the environment, and actively advocate a stable and harmonious social atmosphere.
