The "Global Eye" network video surveillance service is a new value-added service launched by China Telecom for remote monitoring, transmission, storage and management of images based on broadband networks and 3G mobile networks. Compared with traditional video surveillance services, "Global Eye" is digital, networked and intelligent, and has expanded the application of video surveillance from simple security precautions to all walks of life, creating a new concept in video surveillance applications.
Video surveillance systems were previously used in security systems to strengthen security management with technical means. However, with the continuous development of the economy, the demand for video surveillance in all walks of life is growing, and video has become a new management tool. When a shop owner is away from home, he can understand the business situation of the store anytime and anywhere through his mobile phone; the loss assessment of insurance vehicles no longer requires the loss assessor to go to the scene to take photos, but only needs to install video surveillance at the loss assessment point, and the loss can be assessed through remote video, which greatly shortens the claim settlement cycle; transport vehicles can obtain vehicle driving data, GPS information and in-vehicle video in real time by installing on-board monitoring, which strengthens the management of transport operation vehicles. These applications are far beyond the scope of security prevention. In our lives, the application of video will become more and more, and the future world is also a world of video.
China Telecom's "Global Eye" has given new content to the application of video surveillance. Since 2003, with the acceleration of China Telecom's strategic transformation, the "Global Eye" business has developed rapidly, mainly divided into shared platform business and dedicated platform business.
The dedicated platform business is mainly for the Safe City project. By the end of 2009, Guangdong Telecom had signed nearly 50,000 monitoring points for the Safe City and Safe Community projects with the government, of which more than 30,000 have been put into use; the shared platform business mainly carries various industry applications, such as electronic commodity inspection for inspection and quarantine, remote vehicle damage assessment in the insurance industry, environmental monitoring, store monitoring, etc. The shared platform has the access capacity of 100,000 terminals, and has connected more than 40,000 terminals.
With the widespread application of 3G mobile networks, China Telecom has developed a new wireless global eye service, including wireless access to front-end equipment and video browsing on mobile clients (mobile global eye); the wireless "global eye" has broken through the bottlenecks of applications such as vehicle driving monitoring and mobile law enforcement by regulatory authorities, providing customers with more abundant industry applications.
New technologies in the "Global Eye" system
With the development of technology, Global Eye has applied more and more new technologies, and has innovated in video image access, intelligent image application, operation and maintenance, network management and other aspects, which has improved service quality, enriched service content, enhanced customer experience and laid a solid foundation for the rapid development of Global Eye's business.
Application of 3G New Technology in "Global Eye"
With the promotion of 3G mobile services, the "Global Eye" service has been implanted with mobile elements, including wireless access of the wireless front end (M_PU) and the mobile client (M_CU).
Wireless front-end access
The front-end monitoring point can achieve high-speed mobile upload of image data through the 3G EVDO network module, which greatly extends the monitoring field of view and meets the monitoring needs in the event scene. Currently, there are two modes: single-soldier and vehicle-mounted. The single-soldier wireless front-end encoding device has a built-in EVDO module and is powered by a high-efficiency battery. It is suitable for field operations and emergency command. At a bandwidth of 200-300Kbps, it uploads videos in CIF format and 12 frames per second. It has been successfully applied in customs, fire protection, inspection and quarantine. The vehicle-mounted wireless front-end encoding device meets the transportation industry and is suitable for public transportation, police patrols, urban management law enforcement, dangerous goods transportation and other applications. In addition to collecting and uploading video data, it can also upload GPS data, driving data, etc. By analyzing these data, it is possible to timely understand the vehicle condition and vehicle driving route, and the video image can be associated with these data for vehicle trajectory playback and alarm linkage.
Mobile client access
Mobile phones have become an indispensable tool in life. The traditional client of "Global Eye" can only be in the monitoring center or on a computer with Internet access. With the widespread application of 3G mobile, monitoring through mobile phones has become possible. Mobile phones can realize remote video browsing, cloud mirror control, recording, video screenshots, etc., meeting customers' needs for monitoring and management anytime and anywhere, and are widely used in emergency command, production management, business operations, home care and other occasions.
The application of 3G wireless "Global Eye" is a leap forward in the history of video surveillance. From the front end to the client, from wired to wireless, based on the wireless "Global Eye", China Telecom will develop more wireless video surveillance products.
Application of Intelligent Image Analysis Technology in "Global Eye"
The large-scale deployment of surveillance systems has generated a massive amount of video information. How to extract effective image information and expand the use value of images has become an important issue that the industry is increasingly concerned about. China Telecom has added an intelligent image analysis module to the Global Eye service system to provide customers with intelligent applications such as headcount, cross-border alarm, and behavior analysis (as shown in Figure 1).

The intelligent video system integrates multiple technologies such as image processing, image recognition, and artificial intelligence. It obtains the required video through the Global Eye platform, is managed and scheduled by the Global Eye platform, and provides users with value-added video information services.
At the same time, "Global Eye" applies intelligent image analysis to the platform's network management system and develops the "Global Eye Video Fault Automatic Detection System" to detect and report abnormal conditions such as video interference, brightness, color deviation, signal and cage-surface freezing, and video signal loss.
The "Global Eye Video Fault Automatic Detection System" is based on the principle of intelligent analysis of video content. It periodically detects the quality of each video image in the background. When it detects an abnormality in the video signal sent by the "Global Eye" platform, it automatically generates an alarm and promptly notifies the operation and maintenance personnel of the preliminary analysis of the cause of the abnormality.
In the past, when a customer's system failed, the customer took the initiative to report the problem to 10000, and the network management system would then locate the cause of the failure. Since a large amount of video information is not monitored in real time by humans, for example, there are tens of thousands of monitoring points in Safe City, and not every monitoring point has an on-duty person monitoring the image. If some points that are not monitored manually fail, there is no way to know. Once an accident occurs, the monitoring point will be found to be faulty when the video data is checked. The "Global Eye Video Fault Automatic Detection System" actively and regularly scans all monitoring points on the network through the Global Eye platform, detects and reports abnormal conditions such as video interference, brightness, color deviation, signal and cage-surface freezing, video signal loss, etc., actively discovers problems, troubleshoots in a timely manner, and improves customer perception (as shown in Figure 2).
Zero Configuration for IP Cameras
For some number-based services, such as shop monitoring and SME monitoring, which have large business volumes and low costs, IP cameras are often used at the front end. Such services hope to minimize the installation and debugging of front-end IP cameras, so that IP cameras can be plug-and-play without the need for on-site configuration by installers. To this end, China Telecom has developed zero-configuration IP cameras, where the system automatically completes the configuration of front-end devices, making them plug-and-play, thereby improving installation efficiency and reducing the technical requirements and number of installers (as shown in Figure 3).
New applications of "Global Eye" service
Traffic E-travel-vehicle 3G mobile monitoring service
With the rapid development of public transportation, more and more attention has been paid to the safety and management of transportation operations. In addition to the more common transportation disputes, theft and robbery on transportation vehicles have occurred from time to time. These incidents have been troubling transportation management personnel and public security departments. How to obtain first-hand information on the scene in real time and effectively plays a vital role in improving the efficiency of transportation operation management. Through the "Global Eye" video monitoring technology, using the video and voice on the bus, combined with the GPS positioning system and GIS system and China Telecom's high-speed 3G wireless network, transportation operation management agencies can accurately understand the operation status and service quality of vehicles in real time, providing stronger guarantees for transportation operation management and traffic safety.
China Telecom's "Transportation E-Travel" service relies on the "Global Eye" platform and China Telecom Mobile's 3G network. It is aimed at the public transportation industry and fully leverages the technology and brand advantages of Mobile's "Global Eye" to provide industry customers with comprehensive information services such as vehicle positioning, on-board video surveillance, GIS maps, alarms, voice intercoms, information releases, and related business management. It can also provide capability embedding services for larger industry customers, embedding a single business capability (on-board video surveillance) into the business systems of these industry customers.
On-board video surveillance is the most important business component. The product installs surveillance cameras at important locations on the vehicle to monitor and record the internal and external conditions of the bus, the driver and passengers in real time from multiple angles, and uses the 3G network to achieve real-time remote monitoring. The product can play an important role in effectively preventing and handling emergencies and emergency events, and ensuring the safety of staff and passengers. It can help vehicle management units and administrative law enforcement management departments to manage vehicles more efficiently, and enhance the management and service capabilities of the government and public transportation operation management departments.

Safe Campus-Campus Security System
Recently, violent incidents have occurred frequently in primary schools and kindergartens in China, causing panic among parents and students. In response, General Secretary Hu Jintao, Premier Wen Jiabao and other central leaders have attached great importance to this and issued important instructions on many occasions to effectively strengthen campus security, prevent similar incidents from happening again, and maintain social harmony and stability.
China Telecom has launched the Safe Campus service to ensure the campus safety of primary and secondary schools and kindergartens and the personal safety of students. The Safe Campus service mainly includes: "Global Eye" campus security and wireless positioning. (See Figure 4 for details)
Global Eyes Campus Security
It mainly includes modules such as video surveillance, access control, and linkage alarm. Combining the successful experience of China Telecom's Safe City, based on the Global Eye network video surveillance platform and combining the characteristics of campus security, the Safe Campus project has been promoted on a large scale throughout the province. Nearly 3,000 monitoring points have been signed in cities such as Shenzhen, Chaozhou, and Huizhou.
Among them, the information of the access control system is linked to the parents' mobile phones. When the child enters or leaves the school, a text message is automatically sent to the parent's mobile phone through the card swiping system, which makes the parents and the school feel at ease.
Wireless positioning
The wireless positioning system refers to equipping students with a GPS 0ne wireless positioning dumb terminal. Parents and schools can set students' safe activity areas. When students exceed the safe area, the system automatically generates an alarm signal and sends a text message to the preset mobile phone number. Parents and schools can grasp the students' location information at the first time.
Conclusion
China Telecom's full-service operation has injected fresh blood into the development of Global Eye's business. In the new communication era of three-network integration, network video surveillance will be better developed. "Global Eye" will continue to utilize new technologies in the industry and work together to create a new era of video surveillance applications.
