In just over a month, Obama will step down as US President and new President Trump will take office, which means that many of the policies that Obama valued and implemented during his term will face changes.
Obama once called himself a "nerd" and was fascinated by technology. Since October this year , the Obama administration has held four conferences on artificial intelligence ( AI ) and invited American universities to participate in writing a report on the future of artificial intelligence. Recently, the US Senate also held a hearing on artificial intelligence to discuss the current situation of artificial intelligence, its impact on policies and its changes to business forms. It is worth mentioning that Obama personally explained the craze, expectations and concerns about artificial intelligence in an interview with Wired magazine.
Given Obama's emphasis on artificial intelligence, Silicon Valley elites, especially start-ups, hope that Trump will continue to focus on science.
On December 1 , local time , Matt Bencke, CEO of Spare5 , a machine learning startup, published an open letter on VentureBeat to the newly elected US President Trump. Bencke hopes that Trump will not ignore the role of artificial intelligence. Spare5 is a company that can help train artificial intelligence models. Bencke himself has a doctorate in political science from the University of California, Berkeley.
"The Obama administration recently released a report on how the United States can promote artificial intelligence, which provides balanced recommendations on guiding public investment, encouraging private and public sector collaboration, national security, public safety, diversity and ethics. This is a good start. But it is still general and not in-depth. I would like to make some specific recommendations for the next administration," said Benke.
Artificial intelligence will dominate the next wave of economic growth and national security
When Trump was running for president, he proposed the campaign slogan of "Make America Great Again". In Benke's view, artificial intelligence is crucial to realizing this slogan.
" AI isn't as dramatic as putting a man on the moon, but don't underestimate it: AI will dominate the next wave of economic growth and national security. The U.S. economy is growing slowly and unevenly, and the federal government must take the lead," said Benke.
To this end, Benke also gave Trump specific suggestions. The first is investment. In 2016 , the federal government's total investment in non-confidential AI research and development was estimated to be $ 1.2 billion. This amount is less than IBM 's investment in AI this year , and less than 1% of the federal government 's total investment in AI research and development . Therefore, if President Trump wants to stimulate the economy, nothing will bring greater economic growth than investing in artificial intelligence.
Second is the system. To prevent the investment from being consumed in the government bureaucracy, Benke proposed that the Defense Advanced Research Projects Agency ( DARPA ), which brought the Internet to the United States and promoted the development of autonomous driving, be put in charge.
The third is competition. Benke believes that global competition can bring about the best knowledge innovation. Only by allowing talents and knowledge to form cross-border competition can transformation be achieved.
The public can benefit from artificial intelligence
Artificial intelligence has become an irreversible trend and will bring disruption to many industries in the future. A large number of jobs will be replaced by artificial intelligence, but new jobs will also be created. In order to adapt to such changes, we need to be prepared in advance. Bencke mentioned three suggestions in his letter to Trump.
First, job retraining needs to begin immediately. “This will require hard work, ambitious investment and private - public partnerships to ensure that those affected can eventually get better jobs at home,” Bencke said.
Second, universal education is needed to widely spread the benefits of computer education.
Third, intelligent healthcare. Similar to the views of many experts, Benke believes that artificial intelligence can better improve the healthcare system and help medical providers provide appropriate care more quickly and efficiently.
Ethical Discussions on Artificial Intelligence
In one of the four AI conferences hosted by Obama , there was a discussion on the morality and ethics of AI. It is crucial to monitor the development of AI and ensure that it develops in a way that is beneficial to humanity.
In response to this, Bencke proposed the method of inputting ethics into machines and building moral machines. "We should encourage all schools to integrate ethics into computer science, engineering and mathematics courses by publishing optional courses. The authorities should require recipients of federal AI research and development funds to receive training to detect bias." Bencke said in the letter.

Finally, in the letter, Benke also mentioned the competition from China. He believes that artificial intelligence is a competition, and China has joined it. The United States cannot miss the opportunity to become number one again.
“Trump and his team of advisers will have the opportunity to inspire our country to use AI to cure cancer, keep our country safe, and make our workers the most productive workers in the world,” Bencke said.
