Implementation Rules for Qualification Assessment of Nondestructive Testing Personnel for Special Equipment: (Draft) 1 General 1.1. In order to clarify the specific methods and requirements for qualification assessment of nondestructive testing personnel for special equipment such as boilers, pressure vessels, and pressure piping (hereinafter referred to as nondestructive testing personnel), these rules are specially formulated in accordance with the requirements of the \"Qualification Assessment Rules for Nondestructive Testing Personnel for Special Equipment\" (hereinafter referred to as the \"Rules\"). 1.2. These rules stipulate the requirements for the organization and implementation of qualification assessment of nondestructive testing personnel for special equipment; the content, methods, qualification assessment standards, and reconsideration regulations for the certification assessment (initial test) and renewal assessment (reexamination) of the four nondestructive testing methods of RT, UT, MT, and PT, level III (senior), level II (intermediate), and level I (primary). The content and methods of the assessment of eddy current (ET) and acoustic emission (AE) nondestructive testing methods are not specified for the time being. 1.3. These rules are proposed by the National Special Equipment Nondestructive Testing Personnel Qualification Assessment Committee (hereinafter referred to as the National Assessment Committee), approved by the Boiler and Pressure Vessel Safety Supervision Bureau of the General Administration of Quality Supervision, Inspection and Quarantine of the People\'s Republic of China (hereinafter referred to as the Boiler Bureau of the General Administration of Quality Supervision, Inspection and Quarantine), and announced for implementation. The Secretariat of the National Assessment Committee is responsible for interpreting these rules. 2. Requirements for the organization and implementation of the assessment 2.1. Annual assessment plan 2.1.1. The assessment committees at all levels should formulate the assessment plan for the year at the beginning of each year. The plan should at least include the category of nondestructive testing methods to be assessed (RT, UT, MT, PT), nature category (initial test, retest), level (Ⅲ, Ⅱ, Ⅰ), time (month), and location (city). 2.1.2. The annual assessment plan should be announced by appropriate means (such as online, at meetings, and in newspapers) before the end of February each year, and submitted to the Boiler Bureau of the General Administration of Quality Supervision, Inspection and Quarantine for filing. 2.1.3. During the implementation of the plan, if the assessment plan needs to be modified due to changes in actual conditions, the relevant units and personnel should be notified in a timely manner, and the plan should be submitted to the Boiler Bureau of the General Administration of Quality Supervision, Inspection and Quarantine for filing. 2.2. 2.2.1. Examination of the conditions of candidates The examination institution shall conduct a preliminary examination of the conditions of candidates and verify whether the conditions of the candidates meet the relevant provisions of the Rules based on the contents of the \"Examination Application Form\" and the attached materials. Those whose \"Examination Application Form\" does not meet the requirements and whose attached materials are incomplete shall be urged to re-apply; those whose conditions do not meet the requirements and who fail the examination shall be notified in writing in a timely manner. The examination institution shall promptly report the preliminary examination results and the relevant materials that have passed the preliminary examination to the safety supervision institution at the same level for review. Only those who pass the preliminary examination may participate in the examination.
