An image decomposition model that reduces the staircase phenomenon is proposed. The energy of the structural component represented by this model is between total variation regularization and isotropic smoothing, and the energy represented by the texture component is between Meyer\'s G norm and H-1 norm. They are dual in the sense of Legendre-Fenchel transform and are adaptively adjusted according to the local information of the image. Experiments show that the new model can effectively avoid the staircase phenomenon in smooth areas and effectively protect the edge and texture information of the image. Keywords: image decomposition; total variation minimization; dual norm; texture
