Driven by the IP-based communication network, SCTP (Stream Control Transmission Protocol) is becoming more and more widely used in the field of communication control. Ensuring the performance of SCTP coupling has become the key to the entire system. The designed coupling management system can monitor the operation status of SCTP coupling and use the background computer to obtain or update the coupling information, which improves the reliability and controllability of the coupling. The system is mainly divided into four key modules: coupling status management, data transmission and reception control, operation and maintenance management, and database interaction. The functions and implementation methods of each module are discussed in detail in this paper. It inherits many mature technologies of TCP and also introduces superior features such as multi-homing, stream transmission mechanism, and anti-masquerade attacks. The good QOS makes it widely valued in important communication and control fields. Coupling is the main form of SCTP to achieve reliable data transmission. The reliability and stability of coupling operation are the key factors to measure the performance of SCTP. This paper designs an SCTP coupling management system, which is located at the upper layer of SCTP and can dynamically monitor and manage SCTP couplings. It also makes the maintenance of couplings simpler and more convenient by interacting with the background computer. At the same time, the management system can directly provide coupling function services for SCTP upper layer users, thereby simplifying the application of SCTP users.
