A resistor divider is used to establish the bias voltage at the inputs (pins 2 and 3). The demodulated (multiple) FM signal enters the input through a two-stage high-pass filter, which affects capacitive coupling and attenuates strong signals from conventional channels. What is required at the input is a total signal amplitude between 80mV and 300mV.
