The touch circuit can be used with battery powered circuits. Schmitt trigger IC1 constitutes a 100kHz oscillator, IC2 is biased into the linear region, and then amplifies the output, and then charges C1 through the diode. IC2b acts as a level detector. When the sensor is touched, the oscillator signal is severely attenuated, causing C1 to discharge and IC2b to change its state.
