Digital consumer electronics and multimedia applications have become the mainstream of the current development of information appliances; in terms of home networks, digital consumer electronics products, in addition to being used for data transmission, will also develop into an integrated set-top box gateway and multiple gateways, providing a variety of services such as high-definition television, web browsing and interactive television.

  However, he also pointed out that this would bring new problems, such as the recently popular mobile TV.

  He said, "From the perspective of management and the current technical classification of mobile TV according to the existing established model, it is very difficult to classify. However, our management system is based on the existing divisions, so it may have a certain impact on the development of the industry to a greater or lesser extent. It may even delay its development speed."

  The management system needs to be seriously adjusted

  Mobile TV is watching TV on a mobile phone. However, the industry has been arguing over whether mobile TV is a mobile phone service or a TV service, because if it is a mobile phone service, it will be managed by the Ministry of Information Industry; if it is a TV service, it will be partially managed by the Radio and Television Administration. The Radio and Television Administration has also proposed that the mobile TV service should be partially managed by the Radio and Television Administration on the grounds that mobile TV involves TV program content.

  This issue also involves IPTV, because IPTV, like mobile TV, involves departmental management issues.

  Lou Qinjian said, "Mobile TV, receiving directly from satellites, using mobile phones to directly receive satellite signals is one way, watching TV through mobile networks is one way, and using mobile networks to supplement the reception of dedicated frequencies of base station technology is another way. Various methods have been designed for various fields and various management spaces. Therefore, we should pay attention to the development of the integration of this technology, rather than the strict restrictions of technical classification categories."
