3G debates are raging
. Now, there are two different voices in the industry: one is from the operators and application technology experts, who believe that 3G technology is obviously out of touch with reality, has no application market, and is purely technology-driven. In the current market, it is "neither high nor low". The other is mainly from technology standardization and equipment manufacturers, who point out that the current development of 3G must be objective, and we cannot praise it to the sky when it is going well, and then trample it to the ground when it is not going well. Nothing can be achieved overnight.

Within 3G, the competition between different technical standards has never stopped. Recently, several leading WCDMA manufacturers in the West have jointly reduced their IPR fees to save their own decline, hoping to promote the commercialization of WCDMA as soon as possible and make profits, but it seems that the response is mediocre. CDMA2000, however, achieved a great turnaround in 2002. China Unicom's CDMA network phase II built a large-scale CDMA2000 1X network, and South Korea, the world's largest CDMA market, has successfully commercialized CDMA2000 1X EV-DO. CDMA2000 can be smoothly upgraded gradually to meet the needs of business evolution, and can also be used for future data applications to reduce operational risks.

Everything is still developing and changing. Since our mentality and the market are not ready yet, there is no need to draw conclusions too early and fall into passivity.

3G continues to move forward
. The bursting of the Internet bubble has made people more pragmatic in facing the future of the new technology economy; the global 3G bubble has made us more rational and calm in facing our own problems and be down-to-earth. In addition to technical verification and innovation, domestic discussions on 3G industrialization policies and construction timetables have never stopped. Wu Jichuan, Minister of the Ministry of Information Industry, said at the Third China (Beijing) 3G Mobile Communication International Forum in September 2002: "Our attitude towards 3G is to actively track the development and trend of technology, conduct experiments in combination with China's national conditions and the actual network, and create market demand through hard work in applications. With market orientation, we actively and steadily support the development of 3G." The

National Informatization Leading Group held three large-scale meetings in the second half of 2002 to discuss the development ideas of the national 3G industry according to different topics and fields. At the beginning, only operators, manufacturers, and technical experts participated, and later macroeconomic experts and financial professionals joined. Many experts will come, and Chanaya said that 3G is no longer just the business of China's communications industry.

Many industry experts believe that with the development of various technologies, the application of 3G will not be comprehensive. In the future, various technologies will penetrate and complement each other, and the operating market will also tend to be diversified. The development of 3G should not be linear, but should conform to the objective law of the development of things, which is a spiral rise. Of course, the development of 3G should also be based on the continuous development of the entire national economy.

At present, developed countries such as Europe and the United States have postponed the commercialization of 3G due to market demand issues. For us, a developing country, there is absolutely no need to be strong and create bubbles ourselves. In addition, China has already invested a lot in 2G, 2.5G and other mobile networks. It is the profit period. We should explore the business potential of the existing network, accumulate funds and experience, and benefit operators and more people. If we now put all our expectations and dreams on 3G, and ignore objective laws because of our ambition, and fantasize about "building Rome overnight", it will be like killing the chicken to get the eggs.

A new year brings new hope. The country will once again launch a 3G test network. Operators and manufacturers have also accumulated more thoughts and strength, and are ready to take steady steps. A journey of a hundred steps begins halfway. Now is the time for us to take actual action after experiencing setbacks and reflections. We need to be more calm and solid. In addition to studying technology, market needs, and operating strategies, the entire communications industry and even the macro-planning of national development must participate in research, planning, and discussion. As telecom expert Professor Hou Ziqiang pointed out, building a "healthy ecosystem" and forming a strategic collaborative alliance is the way for the development of 3G in our entire country.
