The actual withstand voltage between the two windings and between the winding and the casing is greater than this value.

From the perspective of safety, as long as your DC voltage does not exceed the peak value of the AC voltage, there will be no safety issues when using it. But whether it can be used or not is a parameter issue, so it is hard to say. In principle, the common mode filter used for low voltage DC is completely different from that used for AC power grid, and should not be used, because in addition to the parameters, there are also issues of volume and price, unless the DC you are talking about is similar to the voltage of the power grid.
