There is no way to solve this problem. Did you follow the hardware parameters of the reference design? For example, what is your crystal? If not, use an oscilloscope or frequency meter to measure your crystal. Then your configuration is configured with BOOT parameters. It is difficult for outsiders to tell you exactly where the problem is.
