Shanghai Jiaotong University confirms Hanxin fraud and fires Dean Chen Jin[Copy link]
Shanghai, May 12 (Xinhua) -- Shanghai Jiaotong University informed Xinhua reporters on May 12 of the investigation conclusions and handling opinions on the suspected fraud of the "Hanxin" series of chips. The investigation showed that Chen Jin had serious fraud and deception in the process of developing the "Hanxin" series of chips, and deceived the appraisal experts, Shanghai Jiaotong University, the research team, the local government and relevant central ministries and commissions with false scientific research results, and deceived the media and the public. Shanghai Jiaotong University decided to revoke Chen Jin's position as dean of the School of Microelectronics of Shanghai Jiaotong University; revoke Chen Jin's professorship qualifications and terminate his professorship contract. Based on the investigation conclusions of the expert investigation team and relevant regulations on the management of national science and technology plans, the Ministry of Science and Technology has decided to terminate the implementation of the scientific research projects that Chen Jin is responsible for, recover the relevant funds, and cancel Chen Jin's qualifications to undertake national science and technology plan projects in the future; the Ministry of Education decided to revoke Chen Jin's title of "Yangtze River Scholar", cancel his qualification to enjoy special government subsidies, and recover the corresponding funds; the National Development and Reform Commission decided to terminate the implementation of the high-tech industrialization projects that Chen Jin is responsible for and recover the relevant funds.
In December 2005, Shanghai Jiao Tong University received a report that Chen Jin, the dean of the School of Microelectronics and the general manager of Hanxin Technology Co., Ltd., and others were suspected of fraud. The university attached great importance to it and immediately conducted a preliminary investigation of the relevant situation. Considering the seriousness and complexity of the problem, Shanghai Jiao Tong University immediately requested the national authorities to conduct an in-depth and comprehensive investigation of the incident.
On January 28, 2006, the Ministry of Science and Technology, the Ministry of Education and the Shanghai Municipal Government established an expert investigation team and began work. In the following two months, the expert investigation team, in the spirit of objectivity, justice, respect for science, and seeking truth from facts, conducted a comprehensive investigation and verification of the design process and performance indicators of the "Hanxin" series chips No. 1 to No. 4 in a comprehensive manner, interviewing the informant, the parties involved and relevant personnel, checking technical documents on site, analyzing and comparing relevant technical data, checking the chip demonstration system and reviewing relevant audio and video materials. Recently, the Ministry of Science and Technology and the Ministry of Education handed over the investigation conclusions of the expert investigation team to Shanghai Jiao Tong University.
According to the investigation, the "Hanxin No. 1" developed by the Hanxin team led by Chen Jin is a 208-pin packaged digital signal processor (DSP) chip. Due to its simple structure, it cannot independently realize complex demonstration functions such as fingerprint recognition and MP3 playback. In order to achieve the desired publicity effect at the press conference held in Shanghai, Chen Jin and others pre-arranged to use a chip with a "Hanxin" logo and 144 pins in the "Hanxin No. 1" demonstration system, instead of the "Hanxin No. 1" chip with 208 pins for authentication. The investigation showed that Hanxin Company did not develop any 144-pin chips at that time, and there was fraud and deception.
"Hanxin No. 2" is a DSP soft core customized by a company. Hanxin Company completed the design and implementation, but the core technology is not owned by it. "Hanxin No. 3" is a simple expansion of "Hanxin No. 2". It has the same technical source as "Hanxin No. 2". Due to the lack of necessary peripheral interfaces, it cannot independently realize complex applications. The actual situation of the chip is inconsistent with Hanxin Company's claim that it has "reached the international high-end DSP design level", which exaggerates the facts. "Hanxin No. 4" is a single-core system-on-chip (SoC) that uses a central processor from another company. It does not contain a Hanxin DSP core, which is inconsistent with the statement in the project documents submitted by Hanxin Company to relevant ministries and commissions that "Hanxin No. 4" is a dual-core chip, and there is exaggeration and deception.
Based on the above investigation conclusions, Shanghai Jiaotong University believes that the behavior of Chen Jin and others completely deviates from the basic integrity and code of conduct of scientific and technological workers and educators, seriously violates the school rules and regulations of Shanghai Jiaotong University, violates relevant national rules and regulations, and has caused extremely bad effects. In order to strictly enforce academic norms and maintain academic reputation, Shanghai Jiaotong University, in accordance with relevant school regulations and procedures, has decided after research: to revoke Chen Jin's position as dean of the School of Microelectronics of Shanghai Jiaotong University; to revoke Chen Jin's qualifications for the position of professor, and to terminate his professor employment contract.
According to the notice from relevant departments, the Ministry of Science and Technology has decided to terminate the implementation of the scientific research project in charge of Chen Jin, recover the relevant funds, and cancel Chen Jin's qualification to undertake national science and technology project projects in the future based on the investigation conclusions of the expert investigation team and the relevant regulations on the management of national science and technology plans; the Ministry of Education has decided to revoke Chen Jin's title of "Yangtze River Scholar", cancel his qualification to enjoy special government subsidies, and recover the corresponding funds; the National Development and Reform Commission has decided to terminate the implementation of the high-tech industrialization project in charge of Chen Jin and recover the relevant funds. Shanghai Jiaotong University said that it will firmly support and strictly implement the decisions of relevant state ministries and commissions.
