Q7 is used to limit the current in Q8.
Ignore the current flowing through R19 for now. When the current flowing through R18 exceeds 5.8mA, the voltage between the base and emitter of Q7 reaches 0.7V and starts to conduct. After Q7 conducts, the current flowing into the base of Q8 is shunted, and the current in Q8 will no longer increase.
