In the software package downloaded from FTP, I tried to find the mobile phone APP (NS_BlueTooth) mentioned in the readme of the BLE example, but I couldn't find it. Has anyone found this APP?

Generally, Bluetooth debugging apps are universal, and you can use lightblue, nrf connect, etc.
