Nowadays, scanning software supports text recognition. When generating PDF files, you can mix text and images. The recognized ones are automatically converted into text, and the unrecognizable ones are still images. This is the case for most of the books I scanned recently. The full-text image format is basically the scanned version from many years ago, and the text recognition support rate was not high at that time.
