Improve energy storage product standards and testing and certification systems. Establish a standard system that is in line with international standards and covers all application links such as energy storage planning and design, equipment and testing, construction and acceptance, grid connection and testing, operation and maintenance, and continuously improve it with technological development and market demand. Improve the testing and certification standards for energy storage product performance and safety, establish a national energy storage testing and certification agency, and strengthen and improve the quality supervision of energy storage products throughout their life cycle. Establish and improve a recall system for unqualified products.

2. Promote energy storage to improve the application and demonstration of renewable energy utilization

Renewable energy sites are encouraged to rationally configure energy storage systems. Research and determine the requirements for access methods, grid-connected adaptability, operation control, grid-related protection, information exchange and safety protection of energy storage systems with different characteristics. For energy storage systems that meet the requirements, the power grid should allow access and include them in the grid dispatching management.

Promote the coordinated operation of energy storage systems and renewable energy. Encourage energy storage and renewable energy sites to participate in the optimization of power grid operation as a consortium, accept power grid operation dispatch, and achieve functions such as smoothing output fluctuations, improving absorption capacity, and providing auxiliary services for the power grid. Power grid companies should treat the consortium as a special "power plant" and sign grid-connected dispatch agreements and power purchase and sales contracts under the guidance of the government. The consortium enjoys corresponding rights and assumes due obligations.

Research and establish a compensation mechanism for energy storage at renewable energy sites. Research and quantitatively evaluate the value of energy storage facilities configured at renewable energy sites, and explore reasonable compensation methods.

Support the application of various energy storage to promote renewable energy consumption. Support the development of various forms of energy storage and output utilization such as renewable energy storage, heat storage, and hydrogen production in areas where renewable energy consumption problems are prominent; promote the construction of pilot demonstration projects such as wind power heat storage and wind power hydrogen production.

3. Promote the application and demonstration of energy storage to enhance the flexibility and stability of the power system

Support the direct access of energy storage systems to the grid. Study the technical requirements for energy storage access to the grid, including capacity range, voltage level, grid adaptability, operation control, grid-related protection, information interaction, and safety protection. Encourage power grids and other enterprises to connect to energy storage systems in a centralized or distributed manner in accordance with relevant national or industry standards and demand, and conduct research and application demonstrations on operation optimization technologies. Support various entities to invest in, build, and operate energy storage systems connected to the grid in accordance with market principles. Encourage the use of existing lines and facilities of obsolete or retired power plants to build energy storage systems.

Establish and improve the market mechanism for energy storage to participate in ancillary services. Refer to the relevant policies and mechanisms for the provision of ancillary services by thermal power plants, and allow energy storage systems to participate in ancillary service transactions in conjunction with units or as independent entities. Based on the gradual optimization of the development of the power market and the principle of voluntary transactions, a market mechanism of "paying according to results and paying for benefits" will be formed.

Explore the establishment of rules and mechanisms for energy storage capacity electricity charges and energy storage participation in the capacity market. In conjunction with the reform of the power system and with reference to relevant policies on pumped storage, explore the establishment of rules for energy storage capacity electricity charges and energy storage participation in the capacity market, and provide capacity compensation for various large-scale energy storage systems that meet the conditions.

(IV) Promote the application and demonstration of energy storage to improve the level of intelligent energy use

Improve the support policy for user-side energy storage systems. Combined with the reform of the power system, allow energy storage to participate in power trading through market-based means. Support a certain scale of energy storage facilities built on the user side to jointly with power generation companies or as an independent entity to participate in auxiliary services such as frequency regulation and peak regulation.

Support the configuration of energy storage in microgrids and off-grid areas. Encourage the improvement of the reliability and power quality of microgrid power supply by configuring a variety of energy storage; actively explore new technologies and models for microgrids with energy storage to participate in power trading and grid operation optimization. Encourage the development of economical and applicable energy storage systems to solve or optimize the power supply mode for people without electricity.

(V) Promote diversified application of energy storage to support energy internet application demonstration

Improve the informationization and control level of energy storage systems. On the premise of ensuring network information security, promote the deep integration of energy storage infrastructure and information technology, and support the research and development and application of energy information technology. Gradually realize the energy Internet control of energy storage, improve the utilization efficiency of energy storage resources, and give full play to the diversified role of energy storage systems in the energy Internet.

Encourage the realization of multi-energy complementarity and multi-source interaction in the energy internet based on multiple energy storage. Encourage large-scale integrated energy bases to reasonably configure energy storage systems to achieve multi-energy complementarity among wind, solar, water, fire and storage. Support the construction of open and shared distributed energy storage big data platforms and energy service platforms. Encourage end users at different levels such as families, parks, and regions to complement each other in the use of various energy and energy storage resources to achieve multi-energy synergy and comprehensive cascade utilization of energy.

Expand the energy storage application of decentralized battery resources such as electric vehicles. Actively carry out intelligent charging and discharging business for electric vehicles, explore the energy Internet management and energy storage application of decentralized battery resources such as electric vehicle power batteries, communication base station batteries, and uninterruptible power supplies (UPS). Improve the supervision of the entire life cycle of power batteries, and carry out research on the cascade utilization of energy storage for obsolete power batteries.

III. Safeguard Measures

1. Strengthening organizational leadership

The National Development and Reform Commission and the National Energy Administration, together with the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology and other relevant departments, will coordinate and solve major problems, establish and improve support policies, and effectively promote the implementation of various measures to form a development situation that combines government, industry, academia, research and application. Rely on the strength of the industry to build a national energy storage technology innovation platform; give full play to the role of professional associations (academies) and research institutes to guide the direction of industry innovation. Establish an energy storage professional advisory committee to provide support for government decision-making. Promote the establishment of a national industry alliance, strengthen industry research, and establish information channels. Provincial governments are encouraged to support energy storage in accordance with the relevant policies that have been issued, such as smart grids, microgrids, multi-energy complementarity, "Internet +" smart energy, electric vehicle charging facilities, recycling of waste power batteries, distribution network construction, and electricity spot markets. They should also issue supporting policies, provide financial support, and carry out pilot demonstrations according to actual conditions. Qualified energy storage enterprises can enjoy relevant tax incentives according to regulations, include energy storage in the key support directions of special funds such as smart grids and energy equipment manufacturing, carry out comprehensive regional pilot demonstrations of technology and policy mechanisms in qualified areas, and encourage clean energy demonstration provinces to develop energy storage in accordance with local conditions. Energy and relevant competent departments in various regions should study and formulate implementation plans suitable for local conditions, organize scientifically, eliminate blind construction and repeated investment, and promote the development of energy storage technology and industry in a pragmatic and orderly manner. All energy regulatory agencies dispatched by the National Energy Administration should actively participate in the study of relevant mechanisms according to their duties, strengthen safety and market supervision, and supervise the implementation of relevant policies and major demonstration projects.
