Various L2 data networks have different communication protocols and frame structures, and their network node devices can be various types of data switches (packet switches such as X.25, FR, Ethernet and ATM); while L3 data networks (IP networks or the internet) have a unified TCP/IP communication protocol and packet structure, and the entire network uses a unified format of IP addresses, and node devices are unified as connectionless routers. For ease of understanding, we can simply understand L3 data networks as a router network built on the L2 data network platform.
