This paper mainly designs a new Internet system model, a multi-agent collaborative system for Web service composition (CoWEB). First, by explaining the characteristics and requirements of the new distributed computing application \"Web service composition\", the advantages of using agents to build CoWEB systems are proposed. Then, through the main structural design of the three functional layers of CoWEB and the analysis of the characteristics of the system, it is shown that the system can adapt well to the Web service environment. And by solving the unique heterogeneity, autonomy and dynamic problems of Web services, a reliable and flexible Web service composition is realized. Web service composition provides a basis for building a services-oriented architecture in the Web environment. However, due to many characteristics of the Web service environment, it is impossible to build and coordinate Web service composition based on existing models and solutions. Therefore, in this paper, we propose a system framework based on multi-agent collaboration - CoWEB system to build and implement the composition of Web services.
