Cl, VDI, VD2, and C2 form a simple capacitor step-down rectifier and voltage stabilizing circuit + output about 8v DC voltage to power the LM567

turns the VS gap on and off, so the lamp H can flash and emit light. By adjusting the resistance of the potentiometer RP, the flashing frequency of the lamp H can be adjusted
