From these two schematics, there is no sealing device to keep the AC live and neutral wires out of the water. When I was in Inner Mongolia, I roughly measured the resistivity of water. Two 4mm diameter galvanized iron wires were placed in water, about 3cm apart, and the resistance was less than 1 kiloohm. This was the local well water. If distilled water from a chemical laboratory was used, the resistance would be megohms. Two 4mm diameter galvanized iron wires were 4cm apart, and 220V AC was applied to the two iron wires. A large number of bubbles appeared on the surface of the iron wires, and a basin of water could boil after a while. When the water is boiled and then cooled, it is milky and turbid.
