Firmware storage area [Copy link]

Why is the firmware not stored in ROM? Wouldn't this prevent the firmware from being lost? I am a little confused about this.

ROM is not erasable, it can only be programmed for the first time, no other time. Nowadays, microcontrollers can be programmed repeatedly. If you directly fix it to ROM, how can you program it repeatedly?
