Ding Wenwu, deputy director of the Electronic Information Product Management Department of the Ministry of Information Industry, revealed at the "2006 China Software Industry Development Summit Forum" that the number of software practitioners in my country will reach about 2.5 million in the next five years. At present, the number of software industry practitioners in my country is less than 1.2 million, and there is a huge gap in the number of software talents. The shortage of talent has put software talents in the middle and high-income groups in my country. Surveys show that even computer programmers who do basic programming can earn an average annual salary of 58,000 yuan, and the highest can reach 82,000 yuan. Among the current software industry practitioners in my country, the number of low-educated people with high school, technical secondary school, and college education has reached 550,000. China's software industry has bred a large number of low-educated, high-paid groups. Software development is a technical job that involves dealing with machines (i.e. computers). The level of skills is determined by the practitioners' interest in computers and the amount of practice in software development, and has nothing to do with academic qualifications. When recruiting talents, software companies focus more on ability than academic qualifications. Therefore, many computer enthusiasts and people with low academic qualifications who have received a lot of practical training in software development have a unique advantage over many highly educated people who only have theories but no practical skills, and often stand out in the recruitment of talents by software companies.
