The industry generally believes that the "Notice on Approval of China Telecom Group Corporation and China Network Communications Group Corporation to Launch a Variety of Fixed-line Telephone Rate Package Plans" (hereinafter referred to as the "Notice") announced on August 3 can alleviate the suppression of the fixed-line market by mobile operators to a certain extent. The "Notice" allows the two mainstream fixed-line operators to provide users with package combinations with different limit levels, billing units, and rate standards, aiming to prevent the increasing loss of fixed-line users with personalized measures. However, judging from the response so far, the market has not shown the expected effect.
Telecom analysts pointed out that the structural contradictions that have existed since the beginning of the development of China's communications market have not been well resolved, and this has become the direct reason for the current difficulties faced by operators. Cheng Yiping, general manager of CCID Consulting's Telecom Operation Consulting Division, said in an interview with our reporter that in the current fixed-line market, there is a huge contrast between the service provision capabilities of operators and the trend of diversified user needs. Mobile communications have already occupied a dominant position in the communications industry. The prediction of the mobile trend of the communications industry has officially become a reality. Cheng Yiping said that at present, China Telecom and China Netcom have 300 million fixed-line users and rich Internet resources. How to activate these resources and maximize resource utilization is not only related to the future development direction of fixed-line networks, but also directly affects all aspects of people's daily lives.
There is no doubt that tapping Internet resources and making a fuss around rich network resources is the general trend. Wang Yong, a senior researcher at Bell Labs, said that a key to broadband development is broadband applications. Customers are not pursuing broadband alone, but the application experience brought by broadband, such as video calls, online games, etc. On this basis, fixed-line operators should improve the current level of customer care, such as access speed, security, pricing transparency, and timely user event response speed.
Jiang Lintao also said that for a long time to come, the income from traditional voice services will still be the main source of income for fixed-line operators, so the business development direction of fixed-line operators should make full use of existing stock resources and develop new businesses.
Difference is a breakthrough.
At present, the industry is talking about the differences and core competitiveness of fixed-line networks, and these attributes must be irreplaceable by mobile networks. By clarifying this issue, we can find a way out of the "siege" of fixed-line networks.

Another positive is the integration of three networks represented by Internet TV. According to a research report released by market research company MRG, as Europe, Asia and North America begin to test and broadcast TV programs transmitted through IP networks, the growth rate of the IPTV market will accelerate, and it is expected that the number of new IPTV users worldwide will increase from 2 million in 2004 to 26 million by 2008.
